Grant Description
This is an FFY 2021 Section 5307 Urbanized Area Formula Grant and Section 5339 Bus and Bus Facilities Multi-Source Grant application in the amount of $4,645,000 representing 100% federal share of the total eligible amount.

The Manatee County approved program of projects expends the FTA grant funds (Federal Fiscal Year 2021) for eligible capital expenses, which includes the purchase of replacement heavy-duty low-floor clean diesel vehicles, consulting/planning, computer hardware/software, purchase/lease of miscellaneous support equipment, purchase/install passenger amenities (i.e. shelters, ADA compliant boarding pads, benches, trash receptacles, accessible route walkways, and sidewalk connectivity), contingency, project administration, other miscellaneous repairs, and operating assistance funds.

The FY 2021 Section 5307 Urbanized Area apportionment for the Sarasota/Bradenton FL UZA is $8,251,478 (Table 3 FTA Federal Register), and the FY 2021 Section 5339 Bus and Bus Facilities Formula Grant apportionment for the Sarasota/Bradenton FL UZA is $920,560 (Table 12 FTA Federal Register). Based on the approved and executed inter-local agreement, Sarasota and Manatee County split these funds 50/50. Therefore, Manatee County will receive a total of $4,125,739 of the FY21 Section 5307 and $460,280 of FY21 Section 5339 apportionments.

This grant funding is listed in the FDOT Office of Work Program STIP Item No. 4101481, 4101482 (pages 784-785), and Item No. 4345172 (page 786), and the Sarasota-Bradenton MPO Transportation Improvement Plan (TIP) FY 2020/21 - 2024/25 adopted April 20, 2020, amended October 26, 2020 (pages 143-144).

To meet grant criteria, a 20% local share is required for capital projects, and 50% local share is required for operating assistance projects. Manatee County is coordinating with FDOT on transportation development credits in the amount of $1,115,255 to be used for the 20% local match for the capital portion of this grant application. This amount represents the required local match for the capital portion of the FTA grant in the amount of $4,461,019 (i.e. $4,586,019 - $125,000 = $4,461,019) *(1.25 X $4,461,019 = $5,576,274 - $4,461,019 = $1,115,255). The FDOT approval letter will be attached to the project information section of the grant once received.

Manatee County acknowledges understanding and acceptance of the condition of the award. Manatee County will ensure that all vehicles purchased are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed. Manatee County will check the current listing of transit vehicle manufacturers (TVM) (https://www.transit.dot.gov/regulations-and-guidance/civil-rights-ada/eligible-tvms-list) to ensure each is listed as a certified TVM in compliance with FTA regulations. Manatee County and/or sub-grantee (when applicable) will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance). Manatee County will check the debarment and suspension list to ensure that all contractors doing work for Manatee County are not on the list.

In accordance with Sections 5303, 5304, and 5336, the Sarasota/Manatee Metropolitan Planning Organization requests that the Manatee County Board of County Commissioners (for Manatee County Area Transit) and the Sarasota County Transportation Authority (for Sarasota County Area Transit) be the designated recipients of 5307 and 5339 formula funds for the Sarasota-Bradenton Urbanized Area. The Florida Department of Transportation, as the Governor's designee under Chapters 20.05(1)(a)(b), 20.23(1)(a), and 341.051(1)(a) Florida Statutes, concurs with this designation.
