FY 2021 Formula Super Grant Application Executive Summary
The Miami-Dade County Department of Transportation and Public Works (DTPW) is submitting this Super Grant Application which includes the FFY 2021 FTA Formula Sections 5307 Urbanized Area, 5337 State of Good Repair (SGR), and 5339 Bus and Bus Facilities programs. Also included are three (3) other FTA Section 5307 FHWA Flex Fund projects.
A total of $170,609,739 in FTA Sections 5307, 5337, and 5339 formula funding were allocated to the Miami, Florida Urbanized Area, which represents the full appropriation authority allocated by Congress for the 2021 Federal Fiscal Year. The total amount of this grant application is $110,383,215, and the request is to use state transportation development credits in the amount of $27,595,804 for the required local match.
Miami-Dade Transit Agency, now DTPW, is a designated recipient for the Miami Urbanized Area, and the documentation is uploaded in TRAMS. This application includes the cognizant agency approval of the indirect cost rate set forth in FTA Circular 5010.1E, and it is attached in the application document section.
The split letter dated March 1, 2021, signed by Miami-Dade Department of Transportation Public Works (DTPW), Broward County Transit (BCT), South Florida Regional Transportation (SFRTA), and Palm Tran, showing the agreed-upon sub-allocation, are attached in the application document section.
In Section 5307, the Vanpool Program allocation is $2,375,477, and DTPW federal share allocation is $47,061,044, totaling $49,436,521. For 5307, the entire Vanpool allocation of $2,375,477 is not needed for this program, and DTPW will only use Section 5339, the Vanpool allocation of $179,982, plus $4,882,928 for a total Section 5339 allocation of $5,062,910. As the designated recipient, DTPW is in compliance with FTA Circular 9030.1E.
On May 4, 2021, Miami-Dade Board of County Commissioners approved Resolution (R#-440-21) authorizing the filing of this grant application for the FFY 2021 FTA Formula Sections 5307 Urbanized Area, 5337 State of Good Repair (SGR), and 5339 Bus and Bus Facilities programs, and it is attached to the application document section. Also included are two (2) other FTA Section 5307 FHWA Flex Funds projects. Also attached is the Program of Projects (POP) for the formula programs from the Miami Herald public notice dated April 2, 2021, attached to the application document section.
DTPW will ensure that all vehicles purchased are accessible, purchased from an FTA approved transit vehicle manufacturer (TVM), and reported to FTA within 30 days after the contract is signed. DTPW will also check the current listings of TVMs to ensure each is listed as a certified TVM in compliance with FTA regulations. DTPW will follow all third-party procurement policies as defined in C4220.1F (Third Party Contracting Guidance) and will ensure contractors procured will not be on the FTA Suspension and Debarment List.

The required local match will be provided by Florida Department of Transportation (FDOT) using $12,359,130 in state transportation development credits (TDCs) as a soft match for the $49,436,521 in FY 2021 federal funding applied for in this grant application. On April 1, 2021, DTPW received the FDOT TDC approval letter, which is attached to the document section.
Project (#2) - FY 2021 - Section 5337 High Intensity Fixed Guideway-State of Good Repair Formula Projects $28,063,138
The preventive maintenance (rail) activities include scheduled routine preventive and corrective maintenance, as well as inspections of active Metrorail and Metromover vehicles. This includes wheel truing, wheel replacement, repair of vehicle components, vehicle performance testing, and retrofits. The period of performance is October 1, 2020, to September 30, 2021.
The required local match will be provided by Florida Department of Transportation (FDOT) using $7,015,785 in state transportation development credits (TDCs) as a soft match for the $28,063,138 in FY 2021 federal funding applied for in this grant application. On April 1, 2021, DTPW received from FDOT the approved TDC letter, and it is attached to the document section of this grant application. The split letter dated March 1, 2021, signed by Miami-Dade Department of Transportation Public Works (DTPW) and South Florida Regional Transportation (SFRTA), showing the agreed-upon sub-allocation letter, is attached to the application document section of this grant application.

By executing this award, DTPW certifies that this project funding in this grant award is included in the 2021 Transportation Asset Management (TAM) Plan Investment Prioritization section. No 3rd party contractors will be used to carry out this project.
Project (#3) - FY 2021 Section 5339 Bus Bus Facilities Formula Projects $5,062,910
The Section 5339 Bus and Bus Facilities Formula funding is identified as item # FM-436888-1 in the current Florida Department of Transportation (FDOT) Five-Year Work Program (2021-2025) and on page 5651 of the FY 2021 State Transportation Improvement Program (STIP) approved on 09/30/2020.

The TPO Resolution (R-#30-2020) was approved on October 22, 2020, to add this project to the current TIP as a roll-forward project. The required local match will be provided by Florida Department of Transportation (FDOT) using $1,265,728 in state transportation development credits (TDCs) as a soft match for the $5,062,910 in FY 2021 federal funding applied for in this grant application. On April 1, 2021, DTPW received from FDOT the approved TDC letter, and it is attached to the document section of this grant application.
In the split letter dated March 1, 2021, for Section 5339, the Vanpool allocation is $179,982, and DTPW federal share allocation is $4,882,928, totaling $5,062,910. The letter is attached in the application document section.
Project (#4) - Section 5307 FHWA Flex Funds Project $26,820,646.
DTPW will use this funding in the amount of $26,820,646 to finance the purchase of forty-two (42) buses: (39) forty-foot compressed natural gas (CNG) low-floor buses estimated cost $23,970,646 and three (3) electric buses estimated cost is $2,850,000.
The County executed a fixed-rate fully amortizing privately placed tax-exempt lease purchase agreement with J.P. Morgan Chase. Its purpose is to primarily finance the acquisition of vehicles (buses). The legal title of the vehicles will vest with lessee (County) during the term of the agreement. County has financial responsibility for all maintenance and insurance costs of the vehicles. Project funding from this grant agreement will be used to pay down only the principal portion of the purchase agreement with Chase.
1. 40-Foot Compressed Natural Gas (CNG) Buses - The Gillig contract will be used.
2. 40-Foot Electric Buses - The Proterra contract will be used.
The Federal Highway Administration (FHWA) Surface Transportation Block Grant (STBG) funds transferred to the Federal Transit Administration (FTA) is for the DTPW Flex for Section 5307 project. The FHWA Form 1576 signed by FHWA and FDOT and was approved on December 23, 2020, and it is attached to the application document section. DTPW will use this funding for eligible capital expenses such as bus purchases, which allows the Peoples Transportation Plan (PTP) funding to be freed up for Smart Plan projects.
On October 22, 2020, this project was approved and added to the current Transportation Improvement Program by the Transportation Planning Organization (TPO) Governing Board through TPO Resolution #31-2020. This project (FM#-442497-5) is identified in the Florida Department of Transportation's (FDOT) adopted Five-Year Work Program (2021-2025). It was added to the 2021 State Transportation Improvement Plan through Amendment # 21-02-F on November 23, 2020. The required local match will be provided by Florida Department of Transportation (FDOT) using $6,705,162 in state transportation development credits (TDCs) as a soft match for the $26,820,646 in federal funds. Project (#6) - Section 5307 FHWA Flex Funds Guideway Bridge Inspection $1,000,000.
Miami-Dade County Department of Transportation and Public Works (DTPW) is applying for $1,000,000 in Fiscal Year (FY) 2021 Federal Highway Administration (FHWA) Surface Transportation Block Grant Program (STBG) flexible funding through the Federal Transit Administration (FTA) Section 5307 program for DTPW's Metrorail and Metromover Guideway Bridge Inspections project.

In compliance with Florida Statute 335.074, DTPW will use the $1,000,000 federal funding to perform the required inspections of the Metrorail and Metromover guideway bridges for structural soundness and safety. DTPW will use the federal funding to perform the inspections with its own forces and third-party consulting engineers to complete the inspections.
