Grant Description
This is an FFY 2020 multi sourced funding application in the amount of $15,720,666 (Section S 5307 5337 5339).

This application is requesting funding under the FFY 2020 - Section 5307 Formula Funds Program in the amount of $13,945,241 for eligible capital expenses in FY 20201. This will include preventive maintenance, replacement revenue vehicles, passenger amenities, computer hardware/software, misc. support equipment, short-range planning, 3rd party contracts, employee education/training, project administration, and contingency.

This application is requesting funding under the FFY 2020 - Section 5337 High Intensity Motorbus Formula Funds Program in the amount of $6,719 for the purchase of misc. support equipment.

This application is requesting funding under the FFY 2020 - Section 5339 Bus Bus Facilities Formula Funds Program in the amount of $1,768,706 for the purchase of replacement revenue vehicles. This application is requesting is for the purchase replacement buses.

Local match information: FFY 2020 FTA Section 5307 Formula Apportionment $13,945,241 (STIP page #627), FTA Section 5337 Formula Apportionment $6,719 (STIP page 631), FTA Section 5339 Formula Apportionment $1,768,780 (STIP page 630). All approved on 7/10/19 and toll revenue credits for a total of $3,930,167 was approved on 08/27/20 by the State of Florida to be used for the 20% local match.

PSTA received three (3) FTA approval for a like-kind exchange in accordance with Circular 5010.1E. 1/19/20 in the amount of $119,909 for replacement vehicles, 12/19/19 in the amount of $4,611 for the purchase of shelters, 2/6/20 in the amount of $4,004 for the purchase of shelters.

Narrative information has been added to each ALI extended budget and the FTA concurrence letters are attached to the application.

PSTA will ensure that all vehicles purchased are accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed.

PSTA will check the current listing of transit vehicle manufacturers (TVM) to ensure each is listed as a certified TVM in compliance with FTA regulations.

Attached is the Tampa/St. Petersburg UZA split for the FY 2020 Section 5307 537 5339 apportionment. All four transit agencies have concurred with this year's split (letter attached).

Pinellas Suncoast Transit Authority is a designated recipient.

The planning ALI in this grant is in the current UPWP adopted May 9, 2018 (amended February 2019).

PSTA has a population over 200K. As part of the security portion of this grant, PSTA will be purchasing security equipment on replacement revenue vehicles. This purchase will be an estimated 2.72%, which will exceed the FTA requirement of 1% for security expenditures.

PSTA acknowledges understanding and acceptance of condition of award.

PSTA will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance).

PSTA will ensure contractors procured will not be on the FTA suspension and debarment list.

PSTA's DBE program was approved by FTA on March 15, 2013, and I attached the approval letter to the grant application. PSTA's updated DBE program has been submitted to FTA, and a concurrence letter was received on 10/1/19.

This application is not for research and development.

No indirect cost will be charged to this grant.
