Grant Description
This proposal aims to return safe, efficient, and reliable access to subsistence resources to the Native Village of Port Graham by restoring previously passable logging roads and protecting the habitat of important subsistence species. This goal is a mutual priority of the Port Graham Corporation (PGC), Native Village of Port Graham (NVPG), Chugachmiut, and the U.S. Fish and Wildlife Service (USFWS).
The Rocky Lake Road consists of 26 miles of an all-season, permanent road originally built as a haul road for logging vehicles between the community of Port Graham and Rocky Lake. The road condition has deteriorated in numerous locations due to failed river crossings and vegetation overgrowth, making it impassable. No comprehensive information is available related to the condition of the Rocky Lake Road, hence the need for gathering additional data.
Project partners, including Port Graham Corporation, Native Village of Port Graham, Chugachmiut, and the U.S. Fish and Wildlife Service (USFWS), propose a holistic approach that includes an inventory and condition assessment of Rocky Lake Road, road clearing, improving the existing road, and constructing safe stream crossings needed to access subsistence resources and provide future economic opportunities. In FY22, the partnership will focus on inventory, assessment, design, planning, and access to initial priority construction sites.
The partnership will complete a field inventory as an initial step that will result in a thorough analysis of the Rocky Lake Road, including detailed information about the existing road system, subsistence access needs, and updated information about the physical and biological conditions associated with the road system. Based on findings about the road, community needs, and biological assessments, the Rocky Road Partnership will develop a 4-year road remediation and habitat restoration plan to achieve partnership goals.
