Grant Description
Purpose: Wisconsin Health Data Hub (WHDH) project will create a comprehensive, secure, and usable health data ecosystem, providing the foundation for biohealth innovation.

Led by the University of Wisconsin-Madison School of Medicine and Public Health (SMPH), WHDH will integrate patient data from across Wisconsin's four major hospital systems and Wisconsin's state-designated health information exchange entity.

It will integrate determinants of health, SMPH's Neighborhood Atlas, and geographical and environmental data, which can inform development of healthcare policies and help reduce poor health outcomes.

The project will prioritize patient privacy and safe use of data through robust data governance and cyber security protocols.

As a resource for economic growth, an affordable subscription model will ensure that innovators of all kinds - entrepreneurs, researchers, and industry leaders - will have access to the data.

Activities to be performed:

Hire project staff and configure institutional tools to govern the projects, timelines, budgets, goals, and metrics.

Develop a secure, NIST and HIPAA-compliant, cloud environment enabling analysis of protected health information data in situ.

Integrate health data across systems.

Create a data governance framework.

Provide integrated data to facilitate clinical care.

Foster cross-organizational collaboration between academic medical centers, industries, and entrepreneurs.

Transition operation to a data CRO model and facilitate new research investments through other grants.

Expected outcomes:

Build a comprehensive data framework with 4 healthcare systems and WISHIN connected with federate query tool for rapid feasibility assessments; detailed data and linkage ready public datasets in the WHDH cloud for advanced analytics; 50% year over year increase in data queries; 10% quarterly increase in integrated data requests for new disease phenotypes; 5 publications per year in peer reviewed journals; 10% increase in clinical trials using WHDH for recruitment; 25% year over year increase in organizations using WHDH data; attracts qualified researchers and entrepreneurs to WHDH; 20% increase in organizations using WHDH data; companies and research institutions invest in WHDH through subscription models.

Intended beneficiaries:

Entrepreneurs and biohealth companies will benefit from affordable access to comprehensive health data; data science and device companies can use the WHDH; researchers, clinicians, medical institutions; communities will benefit from increased research, screening and healthcare solutions that address health needs; technical colleges and workforce development organizations; public health policy makers; and health information exchange entities.

Subrecipient activities:

Medical College of Wisconsin will provide data to the data hub over all five years of period of performance.

MCW will support informatics team to facilitate the extraction, mapping, quality assurance/quality control, and secure transfer of data.

Aurora Health Care, Inc. will provide data to the data hub over all five years of period of performance.

Aurora will support informatics team to facilitate the extraction, mapping, quality assurance/quality control, and secure transfer of data.

Marshfield Clinic Research Institute will provide data to the data hub over all five years of period of performance.

MCRI will support informatics team to facilitate the extraction, mapping, quality assurance/quality control, and secure transfer of data.

WISHIN will support the real-time data feeds on the screened patients from any of the hospitals in the WISHIN network that are not covered by the collaborating hub sites (MCW, MCRI, Aurora, and UW), support the informatics team to facilitate the extraction, mapping, quality assurance, etc.
