Grant Description
Award Purpose
Quest DWG projects advance the department's promise to create high-quality jobs and a skilled workforce and reflect the administration's commitment to providing opportunities for all workers to overcome the employment, economic, and health effects of the COVID-19 pandemic. The grants enable individuals adversely affected by the pandemic and the social and economic inequities that the pandemic exacerbated to enter, return to, or advance in high-quality jobs in growth industries such as infrastructure, environment and climate, the care economy, and other critical sectors. Quest DWGs also address business and industry needs for a resilient and skilled workforce.
Activities Performed
Employment and training activities will include enhanced career services, occupational training that leads to employment in priority industries, work-based learning programs, and supportive services, including those needed for English language learners. Strategic partnership activities will include leveraging existing partnerships with core and affiliate partners at the state level to facilitate customer referrals, share population-specific best practices, and coordinate with the 19 local workforce development board (LWDB) subrecipients serving affected workers. Community and potential participant outreach activities will follow a two-pronged approach to connect with the project's priority populations: (1) strengthening participant referrals from community workforce partners to LWDBs; and (2) engaging new culturally and linguistically relevant organizations both regionally and statewide through Georgia's sector partnership framework. Business engagement activities will include developing and launching the Untapped Workforce Initiative, focused on strengthening partnerships between the workforce development system and employers to address the impacts of the COVID-19 pandemic. The cornerstone of this initiative will be the Untapped Workforce Summit of workforce practitioners, community partners, nonprofits, and employers. Business engagement activities will also include training and direct technical assistance to LWDB business services staff and workforce practitioners on engaging, educating, and improving employers' ability to hire and retain priority populations in high-quality jobs.

Individuals from historically marginalized communities, including people of color, women, immigrants, ex-offenders, veterans, English language learners, and refugees.
