Grant Description
Award Purpose:

The purpose of this award is to directly assist federally incarcerated individuals who are currently in minimum- or low-security federal prison facilities and individuals who are currently located at a Californian Residential Reentry Center (RRC).

Activities Performed:

The following activities will be performed as part of this award:

1. Partnering with Anti-Recidivism Coalition to recruit, assess, and train federally incarcerated individuals for Multi-Craft Core Curriculum (MC3) certification, recognized by North America's Building Trades Unions (NABTU).
2. Infusing additional resources to top-performing local workforce development areas that serve the highest numbers of federal releases to bolster their existing prison to employment reentry programming and serve additional federally justice-involved individuals.
3. Partnering with Mother Lode Workforce Development Board to create a federal workforce assessment digital platform for behind-the-wall workforce case management to serve all federally incarcerated individuals (P2EJOBS.COM).
4. Partnering with California Department of Corrections and Rehabilitation to create and add AJCC referral system into existing digital infrastructures at BOP and U.S. Probation Office.

Deliverables:

The following deliverables are expected from this award:

1. 550 federally incarcerated individuals obtain MC3 certifications via behind-the-wall cohorts for post-release career placements. These individuals will be referred into CWDB's network of high road construction career programs in the areas of their release.
2. 1000 federally justice-involved individuals enroll in their local workforce development board's existing P2E programs, supplemented with dedicated federal resources. Of these individuals, 700 will enter employment, and 400 will earn industry-recognized credentials.
3. All federal corrections institutions receive licenses for P2EJOBS.COM, receive training (train-the-trainer) for its use, and use the software to begin AJCC case management services behind-the-walls.
4. BOP and U.S. Probation add an AJCC referral system into their existing digital infrastructure and begin referring federally supervised individuals to dedicated reentry services at their nearest AJCC.

Intended Beneficiary:

The intended beneficiaries of this award are 1,550 grant participants and many more participants through P2EJOBS.COM and the P2E referral system in Greater Los Angeles, Inland Empire, Greater San Diego, San Joaquin Valley, and the Bay Area.

Subrecipient Activities:

The subrecipient activities for this award include MC3 training and other services for Stage 1 and Stage 2. They will also create and implement a federally-tailored P2EJOBS.COM platform to be installed and tested in identified federal facilities in California. Additionally, they will provide technical assistance to BOP and RRC staff members on best practices in utilizing this platform. P2E workforce development boards in areas that serve the most federal releases in jurisdictions like Los Angeles, San Diego, Inland Empire, San Joaquin Valley, and Bay Area will also bolster their existing programming and serve participants.
