Grant Description
THE DEPARTMENT OF ENERGY’S FEDERAL ENERGY MANAGEMENT PROGRAM WORKS WITH ITS STAKEHOLDERS TO ENABLE FEDERAL AGENCIES TO MEET ENERGY-RELATED GOALS, IDENTIFY AFFORDABLE SOLUTIONS, FACILITATE PUBLIC-PRIVATE PARTNERSHIPS, AND PROVIDE ENERGY LEADERSHIP TO THE COUNTRY BY IDENTIFYING AND LEVERAGING GOVERNMENT BEST PRACTICES.
THIS ASSISTING FEDERAL FACILITIES WITH ENERGY CONSERVATION TECHNOLOGIES (AFFECT) AWARD FUNDING WILL ENHANCE THE SERVICING INFRASTRUCTURE THROUGHOUT THE UNITED STATES COAST GUARD (USCG) YARD, DIRECTLY ENABLING OPERATIONS IN THE IMMEDIATE TERM, AS ITS FACILITIES ARE MODERNIZED AND EXPANDED, AND FOR DECADES THEREAFTER. IT IS FOCUSED FIRST ON THE USCG YARD’S PRIMARY INDUSTRIAL MISSION YET ALSO ADDS RESILIENCE TO THE OPERATIONAL TENANT COMMANDS WITHIN THE INSTALLATION, SUCH AS USCG SECTOR MARYLAND – NATIONAL CAPITAL REGION. SECTOR MARYLAND – NCR IS THE OPERATIONAL UNIT RESPONSIBLE THE MARITIME SECTOR OF ANY NATIONAL SPECIAL SECURITY EVENTS (NSSES) THAT OCCUR WITHIN THE NCR. NOTABLY, THE PROJECT INCORPORATES ON-GOING OPERATIONS AND MAINTENANCE ACTIVITIES TO ENABLE A LONG-TERM SUCCESS. THE SCOPE INCLUDES A COMPREHENSIVE ENERGY SECURITY AND MISSION CONTINUITY PROJECT TO ENHANCE THE RESILIENCY OF THE USCG YARD. A MICROGRID WILL PROVIDE A SEAMLESS TRANSITION TO SUSTAINED OPERATIONS FOR THE USCG YARD DURING AN ELECTRIC LOSS OF UTILITY (LOU). DISPATCHED AND BALANCED CONTINUOUSLY FROM THE RESPONSIVE ENERGY CONTROL CENTER (REC), THE EXISTING ONSITE NATURAL GAS AND LANDFILL GAS GENERATORS WILL BE COUPLED TO ADDITIONAL DISTRIBUTED ENERGY RESOURCES (DER), INCLUDING NEW SOLAR PHOTOVOLTAIC (PV) ARRAYS, AND A BATTERY ENERGY STORAGE SYSTEM (BESS). ADDITIONAL SCOPE INCLUDES A NEW RIGHT-SIZED NATURAL GAS BOILER AT BUILDING 15 TO PROVIDE REDUNDANCY AND A MORE COST EFFICIENT AND DOWNSIZED CENTRAL STEAM SYSTEM. OTHER ECMS WILL INCLUDE UPGRADES OF THE COMPRESSED AIR SYSTEM, UPGRADED HVAC AND CONTROLS, AND ELECTRICAL DISTRIBUTION UPGRADES.
