Future updates of the residential and commercial energy codes are also planned.
In summer 2025, BCD anticipates beginning the adoption of the 2026 ORSC, which is aiming to meet or exceed the 2024 IECC.
In spring 2026, BCD anticipates beginning to adopt the 2027 OEESC, with plans to utilize ASHRAE 90.1-2025 provisions as its basis.
Further, BCD plans to adopt zero energy codes for both residential and commercial buildings.
The ZEC RESI - 2021 IECC - Appendix RC is expected to be adopted during the 2029 ORSC code adoption cycle.
The ZEC COMM - 2021 IECC - Appendix CC is slated for adoption during the 2030 OEESC code adoption cycle.
In 2025, ODOE also plans to develop a “pilot program” for state buildings using the ZEC COMM - 2021 IECC - Appendix CC that will provide outreach, analysis, and a framework to facilitate the statewide adoption process.

THE PURPOSE OF IRA SECTION 50131 IS TO ASSIST STATES, AND UNITS OF LOCAL GOVERNMENT THAT HAVE AUTHORITY TO ADOPT BUILDING CODES IN: ADOPTION, IMPLEMENTATION AND ENFORCEMENT OF BOTH THE LATEST MODEL ENERGY EFFICIENCY CODE AND / OR THE ZERO ENERGY BUILDING CODES.
IN THE CASE OF THE LATEST MODEL ENERGY EFFICIENCY CODE THE RELEVANT BUILDING CODES ARE:
1. 2021 INTERNATIONAL ENERGY CONSERVATION CODE (RESIDENTIAL)
2. ANSI/ASHRAE/IES STANDARD 90.1-2019 (COMMERCIAL)
IN THE CASE OF THE ZERO-ENERGY BUILDING CODE THE RELEVANT BUILDING CODE IS:
1.THE ZERO ENERGY PROVISIONS IN THE 2021 INTERNATIONAL ENERGY CONSERVATION CODE OR AN EQUIVALENT STRETCH CODE (RESIDENTIAL AND COMMERCIAL)
