Grant Description
The city of Chula Vista is proposing to develop support frameworks for both building owners and community stakeholders to be better able to comply with the city’s BPS and increase overall compliance rates.
The city will leverage the existing Chula Vista Climate Equity Index to develop a Building Performance Standard (BPS) equity framework that identifies priority buildings and provides under-resourced building owners with enhanced financial support to comply with the BPS including no-cost energy benchmarking data verification and subsidized energy audits.

THIS FUNDING OPPORTUNITY ANNOUNCEMENT (FOA) IS BEING ISSUED BY THE U.S. DEPARTMENT OF ENERGY (DOE)’S STATE AND COMMUNITY ENERGY PROGRAM (SCEP) UNDER IRA SECTION 50131, TECHNICAL ASSISTANCE FOR THE ADOPTION OF BUILDING ENERGY CODES. THE GOAL OF THIS FOA IS TO IMPROVE NEW CONSTRUCTION AND MAJOR RENOVATIONS; INCREASE BUILDING CODE EFFECTIVENESS; PROVIDE IMPLEMENTATION SUPPORT FOR ADOPTING UPDATED BUILDING ENERGY CODES, ZERO ENERGY CODES, AND STRETCH CODES; EDUCATE STAKEHOLDERS; IMPROVE THE RESILIENCE OF BUILDINGS; AND PROVIDE MEANINGFUL BENEFITS TO COMMUNITIES NATIONWIDE.
