Overview

Grant Description
This project aims to renovate a 70+ year-old leaking dam and add a 2.1 MWH hydroelectric facility on the same site.

In addition to restoring the dam, the project team has secured over $6 million to rehabilitate the community’s water supply and anticipates creating construction jobs with a tribal preference.

The new hydroelectric facility will replace 100% of the community’s diesel consumption and provide power for homes, businesses, and economic activities like tourism and fish processing.

The project will also provide a new revenue stream for its owners, the Chignik Bay Tribal Council, and could then sell excess power to utilities, reducing residents’ total electricity rates.

The project will focus on the following objectives:

1. Hydro generation. In Chignik Bay, Alaska, replace an existing dam and build a 0.385 MW hydroelectric facility, including a new dam, intake structure, 1.4 miles of 24”-diameter penstock, 0.7 miles of access road, a turbine, a generator, substation upgrades and 0.3 miles of overhead transmission.

2. Community benefits. For the village of Chignik Bay, eliminate use of diesel for electricity production, add a stable source of revenue and local jobs for project maintenance.
Funding Goals
THE ENERGY IMPROVEMENTS IN RURAL OR REMOTE AREAS (ERA) PROGRAM WILL PROVIDE FINANCIAL INVESTMENT, TECHNICAL ASSISTANCE, AND OTHER RESOURCES TO ADVANCE CLEAN ENERGY DEMONSTRATIONS AND ENERGY SOLUTIONS IN RURAL AND REMOTE AREAS THAT CAN BE REPLICATED AND SCALED. THIS PROGRAM WAS CREATED BY PRESIDENT BIDEN’S BIPARTISAN INFRASTRUCTURE LAW. THE GOALS OF THE PROGRAM ARE TO: 1. DELIVER MEASURABLE BENEFITS TO ENERGY CUSTOMERS IN RURAL OR REMOTE AREAS BY FUNDING REPLICABLE ENERGY PROJECTS THAT LOWER ENERGY COSTS, IMPROVE ENERGY ACCESS AND RESILIENCE, AND/OR REDUCE ENVIRONMENTAL HARM. 2. DEMONSTRATE NEW RURAL OR REMOTE ENERGY SYSTEM MODELS USING CLIMATE-RESILIENT TECHNOLOGIES, BUSINESS STRUCTURES THAT PROMOTE ECONOMIC RESILIENCE, NEW FINANCING MECHANISMS, AND/OR NEW COMMUNITY ENGAGEMENT BEST PRACTICES. 3. BUILD CLEAN ENERGY KNOWLEDGE, CAPACITY, AND SELF-RELIANCE IN RURAL AMERICA.
