Grant Description
This is an FFY 2021 Section 5311 ARP funding application for Delaware Transit Corporation UZA 100000 ($3,427,222). This represents a 100% federal share of the total eligible amount. This application utilizes ARP funding to prevent, prepare for, and respond to the coronavirus. This grant applies for $3,427,222 in ARP Act funds to support projects included in this application by the following UZA apportionments:

The Delaware Department of Transportation (DelDOT) estimated budget for operating expenses and preventive maintenance, as defined by NTD reporting system, for July 1, 2022, to September 30, 2024, is $3,427,222.
The Delaware Department of Transportation (DelDOT) is hereby submitting this grant application in support of the following project:
1. Operating Assistance (Rural)
This project is requesting $2,299,436 of FFY21 federal Section 5311 ARP Act funds to support the operating assistance for the period of July 1, 2022, through September 30, 2024.
2. Preventive Maintenance (Rural)
This project is requesting $863,485 of FY21 federal Section 5311 ARP Act funds to support the preventive maintenance for the period of July 1, 2022, through September 30, 2024.
3. Intercity (Rural)
This project is requesting $264,301 of FY21 federal Section 5311 ARP Act funds to support intercity for the period of July 1, 2022, through September 30, 2024.
The recipient certifies that it and its subrecipients and contractors that are providers of public transportation have not furloughed any employees since March 27, 2020 (the enactment date of the CARES Act).
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
Five elements:
Purpose: The purpose of this award is to provide the state of Delaware operating assistance, eligible capital projects, and the Rural Transit Assistance Program (RTAP) to assist the state in recovering from the COVID-19 pandemic during FY23-FY24.
Activities to be performed: Funds will be used to cover all eligible operating expenses, such as driver/maintenance salaries, fuel purchased transportation, and preventative maintenance expenses, in order to continue transit operations. Funds will also be used to cover eligible capital expenses, such as the purchase of validators, statewide paratransit fleets, dynamic passenger information systems for fixed-route buses, comprehensive review of transit routes post COVID-19 pandemic impact, and replacement of existing cloth seats to provide a safer environment to the passengers. Funds will also be used for training and technical assistance.
Expected outcomes: Funding will permit DART DTC to continue to provide operations that would otherwise have to be cut due to lack of funding and to provide safe and effective operation of transit services in rural areas of Sussex County.
Intended beneficiaries: Intended beneficiaries would be Sussex County citizens in the rural and non-urbanized areas of the state.
