Grant Description
The Washington Metropolitan Area Transit Authority (WMATA) is applying FFY2021 American Rescue Plan (ARP) additional assistance in the amount of $120,145,016 to sustain operations of WMATA bus, rail, and paratransit systems and maintain the WMATA workforce through WMATA's 2024 fiscal year. These funds represent 100% federal share of total eligible costs.
On March 7, 2022, a Federal Register Notice (FRN) was published announcing the Federal Transit Administration's selection of projects funded under the ARP additional assistance program. In this FRN, WMATA (Project ID D2022-RPAU-015) was selected to receive $120,145,016 under this competitive program (original application attached).
WMATA's CARES, CRRSAA, and Formula ARP Act funding previously awarded are expected to be fully drawn by the end of Metro's Quarter 2 FY2024. These funds will be drawn prior to requesting reimbursement against this allocation.
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
The project(s) in this application is/are not required to be programmed in the long-range transportation plan, statewide transportation plan, or statewide transportation improvement program. WMATA's security needs have been met through other sources of funding. Therefore, our organization will not expend 1% of 5307 funds in this application for security-related projects.
Purpose of Award: The purpose of this award is only for operating expenses for the Washington Metropolitan Area Transit Authority (WMATA/Metro).
Activities to be Performed: Activities include operating expenses to maintain WMATA's employees that operate and maintain buses, paratransit, trains, stations, and other operational needs.
Expected Outcome: WMATA can continue operating its bus, rail, and paratransit systems, provide the metropolitan Washington DC area with vital transit services, and maintain WMATA employee jobs.
Intended Beneficiaries: WMATA's beneficiaries are WMATA employees and WMATA customers who commute within or connect to public transit within the District of Columbia, Virginia, and Maryland region.
Subrecipient Activities: There are no subrecipients associated with this award.
