Grant Description
Program: Federal Oil and Gas Royalty Management State and Tribal Coordination
Award Purpose: The purpose of this award is to issue a corporative agreement to the state. Through this agreement the state is delegated the authority to conduct audits and investigations related to oil and gas royalty payments made to the Department of the Interiors Office of Natural Resources Revenue (ONRR) that are attributable to leased federal lands within that state.
Activities to be performed: This cooperative agreement funds the state to perform audits, compliance reviews, and other investigations in coordination with ONRR. In doing so, the state adheres to all applicable federal laws, lease terms, the Code of Federal Regulations, Notices to Lessees, and duly promulgated rules and regulations of the Department of the Interior in the conduct of its audits and or investigations on federal leases. All audits and or investigations shall consist of an examination to ensure compliance with applicable federal statutes, regulations, lease terms, and binding policies for leases. The examination may utilize all data, information, records, or reports submitted or available to, or generated by the Department of the Interior (DOI) relevant to the performance of the states responsibilities under this agreement.
Activities funded by this agreement must comply with the Uniform Guidance for Grants and Agreements (2 CFR 200) and include all costs necessary to conduct the approved project workplan(s).
Expected Deliverables or Outcomes: The state develops an annual audit and compliance review work plan that includes at a minimum: the type of work, leases and or agreements covered, payors, scheduled starting and completion dates and performance goals for the work during the period. The workplan and work progress completion is monitored closely by the ONRR program and adjusted as necessary for optimum outcome.
Intended Beneficiaries: The public benefits directly and indirectly from the proposed project in support of the ONRR programs mission. ONRR collects, verifies, and disburses energy and mineral revenues. They manage and ensure full payment of revenues owed for the development of the nations energy and mineral resources. Americans benefit through contributions to the U.S. Treasury. These contributions fund the Historic Preservation Fund, the Land and Water Conservation Fund, the Reclamation Fund, state and county governments, and the U.S. Treasury.
