Grant Description
This grant is for the following two American Samoa Power Authority (ASPA) projects:
AS-EIC-2023-2: For Phase 1 of the replacement of the existing electric metering system with a smart metering operation management system, aka Advance Metering Infrastructure (AMI). This smart metering system will enable ASPA to implement a new lower cost time of use tariff, which uses lower electricity prices to encourage consumers to use electricity at times when surplus renewable energy is available cheaply. The smart meter system will also assist ASPA reduce both technical and non-technical losses. Cheaper renewable time of use (TOU) rates will lower EV charging and electricity bills for consumers. Smart metering will also be required to operate the grid efficiently as well as reduce technical and non-technical losses. Remote meter reading, disconnection and reconnection features in the new AMI meters will result in reduced labor and transportation costs, and additional savings for the utility.
AS-EIC-2023-3: For Phase 1 of replacing ASPA's fleet of 110 gasoline and diesel pickup trucks with electric vehicles. Phase 1 will be for the procurement of 20 electric pickup trucks and six Level 2-3 charging stations. The charging stations can also be used for new electric school buses that the American Samoa Department of Education (ASDOE) is purchasing. This project will benefit the utility, ASDOE, and consumers.
