Overview

Grant Description
Application Purpose: Funding will be used to cover the base cost of the buses (i.e. cost of a comparable diesel bus plus applicable labor) as well as bus configurables. Funding will also cover bus incremental costs and all costs related to electrical facility design and procurement of the electrical service and charging equipment at the CTTRANSIT Stamford Depot as well as workforce training and consultant services from CTE to support the BEB deployment.

Local match will come from state funds provided by CTDOT from previously authorized state bonds as well as from state funds appropriated to CTDOT for transportation purposes in the biennium budget.

Activities Performed: CTDOT will purchase twenty (20) new 40-foot zero-emission BEBs to replace twenty (20) existing 35-foot diesel diesel-hybrid buses in the CTTRANSIT fleet that have exceeded their useful life and will operate on all local routes served by the CTTRANSIT Stamford Division. CTDOT will also complete power upgrades installation of charging infrastructure and make other facility modernization improvements at the Stamford Depot to support full fleet electrification necessary to deploy the BEBs.

The project will serve the entire CTTRANSIT Stamford Division service area in Southwest Connecticut and enable CTDOT to further advance aggressive goals of reducing fleet emissions statewide. This project will also provide workforce training and development to CTTRANSIT Stamford Division employees. CTDOT will identify key local and regional stakeholders and create a workforce development working group that will convene quarterly to refine the approach to training and curriculum development. Preparing for the transition to battery electric buses requires establishing new operating practices and policies and providing training to bus operators and mechanics.

Expected Outcomes: Deploying the zero-emission buses in place of the existing vehicles will reduce CTDOT's annual greenhouse gas emissions by approximately 1520 metric tons and prevent the release of harmful criteria emissions including 7065 g (grams) of particulate matter under 2.5 micrometers (PM2.5) which has a considerable health impact on the local community. This reduction in emissions of greenhouse gases and particulates results in a social cost savings of $203700 annually in accordance with Executive Order 13990. This will also provide sufficient training for bus operators maintenance personnel and first responders for the entire region on BEB and charger technologies whereas they do not currently have experience with all-electric propulsion systems.

Intended Beneficiaries: This project will benefit Fairfield County residents CTTRANSIT Stamford Division employees and commuters using the CTTRANSIT Stamford services.

THE LOW OR NO EMISSION COMPETITIVE PROGRAM PROVIDES FUNDING FOR THE PURCHASE OR LEASE OF ZERO-EMISSION AND LOW-EMISSION TRANSIT BUSES AS WELL AS ACQUISITION CONSTRUCTION AND LEASING OF REQUIRED SUPPORTING FACILITIES.
