Overview
Grant Description
The Connecticut Department of Transportation (CTDOT) is requesting a combined total of $6,796,640 of FFY 2020 FFY 2021 Section 5310 funds.
Purpose of Award:
The purpose of this award is to provide CTDOT and its subrecipients with operating assistance and capital funding to provide public transportation services for people with disabilities and older adults.
Activities to be Performed:
- Vehicle Procurement - CTDOT will utilize the Greater New Haven Transit District vehicle procurement contract that is open for 5 years. There are fifty-nine (59) vehicles proposed for award. All vehicles will be ADA accessible and purchased from a certified transit vehicle manufacturer (TVM). Each bus subrecipient will receive 100% federal funding. Each van subrecipient will receive a federal share of 80% of the total project cost.
- Mobility Management - Three (3) mobility management projects are proposed for award. Each subrecipient of mobility management funding will receive a federal share of 80% of the total project cost.
- Operating Assistance - There are seventeen (17) nontraditional operating projects proposed for award. Two (2) subrecipients of operating assistance will receive 100% federal funding. Fifteen (15) subrecipients of operating assistance will receive a federal share of 50% of the total project cost.
- State Administration - Per the attached letter, the Commissioner of the Connecticut Department of Transportation has certified that funds apportioned from small urbanized and rural areas may be used for projects serving another area of the state if all objectives of the Section 5310 program are being met in the specified areas. Funds may also be transferred from small urbanized to rural and vice versa once all viable applications in those areas have been included in the grant proposal. This bi-directional transfer of funds allows CTDOT to maximize funding and award additional projects in the urbanized area (200,000 or less) of greatest need.
Interstate Split Agreements have resulted in Connecticut receiving:

A new locally coordinated human services transportation plan was completed in December 2021. The plan was created as part of a year-long planning process and involved input from stakeholders in each of the state's five (5) regions (North Central, South Central, Northwest, Southwest, and Eastern) to identify opportunities for improvement in transportation impacting individuals with disabilities, seniors, and individuals earning low-income. Stakeholders included regional councils of governments, mobility managers, community-based organizations, non-profit organizations, transit providers, and riders. A transportation barrier survey was also created to solicit feedback and distributed virtually to allow for remote participation during the COVID-19 pandemic. The input and feedback received helped identify gaps that were itemized into four (4) separate categories. A comprehensive list of strategies was developed to address these gaps, and all Section 5310 projects included in this proposal address either a gap and/or implement a strategy identified in the document.
