Overview
Grant Description
The Connecticut Department of Transportation (CTDOT) is requesting $3,261,248 of FFY19 Section 5310 funds. The funds are from the following UZAs:
- $837,072 - Connecticut 5310 (Rural Small UZAs)
- $2,302,668 - Connecticut (Large UZAs)
- $90,558 - Springfield MA UZA (Large)
- $30,950 - Worcester MA UZA (Large)
These funds will be used for the following purposes:
Vehicles:
- Procurement of thirty-seven (37) vehicles utilizing the Greater New Haven Transit District Vehicle Procurement Contract that is open for 5 years. Each subrecipient will receive the appropriate federal share of 80% of the total project cost.
Mobility Management:
- Two (2) mobility management projects are proposed for award. Each subrecipient of mobility management will receive the appropriate federal share of 80% of the total project cost.
Operating Assistance:
- There are ten (10) nontraditional operating projects proposed for award. Every subrecipient of operating assistance will receive the appropriate federal share of 50% of the total project cost.
Contracted Service:
- One (1) contracted service project is proposed for award. The subrecipient will receive the appropriate federal share of 80% of the total project cost.
State Administration:
- Per the attached letter, the Commissioner of the Connecticut Department of Transportation has certified that funds apportioned from small urbanized and rural areas may be used for projects serving another area of the state if all of the objectives of the Section 5310 program are being met in the specified areas. Funds can be transferred from small urban UZA to rural and vice versa once all viable applications in those areas have been included in the grant proposal. This bi-directional transfer of funds allows CTDOT to maximize funding and award additional projects in the urbanized area (200,000 or less) of greatest need.
A single statewide locally coordinated public transit human services transportation plan was created based on five regional planning processes. CTDOT was recently granted an extension of their current coordinated plan through December 31, 2021 (letter attached). Each region worked as a group to prioritize the strategies for funding in their region and approved the plan. The precedent for using these areas was established during the development of the State Job Access Reverse Commute (JARC) program. The regions are as follows:
1. Eastern Norwich-New London urbanized area and non-urbanized area including Windham. Plan approval date: 5/14/09
2. North Central Hartford urbanized area including New Britain and Middletown. Plan approval date: 4/22/09
3. Northwest combination of small urbanized area and non-urbanized area including Danbury, Waterbury, and Torrington. Plan approval date: 5/4/09
4. South Central New Haven urbanized area including Milford and Meriden. Plan approval date: 5/1/09
5. Southwest Bridgeport/Stamford urbanized area including Norwalk. Plan approval date: 4/28/09
