Grant Description
Colorado Department of Transportation (CDOT) applies for $12,000,000 of FY2019 5339(b) funds for the Winter Park Lift Operations Facility Construction Project. The discretionary ID is D2020-BUSC-020.
Local matching funds come from the Town of Winter Park's dedicated sales tax revenue for transit and other revenue sources, including funds from other municipalities and a grant from CDOT. The discretionary grant included an approximately 58.5% federal share and 41.5% local share, totaling $12,000,000 federal and $8,500,000 local for a total of $20,500,000.
At this time, the overall project cost has increased to over $26,000,000 due to delays and increases in supply costs due to COVID-19 and local fires that occurred in 2020. Some of the additional costs will be covered by local funds, and Winter Park is looking for other sources to help with the overage. Only the funds awarded in the discretionary grant are included in this award.
At grant closeout, the full project costs will need to be reported to determine the federal share of the assets. CDOT, the direct recipient of these funds, assumes all responsibility associated with the award for the funds. Pre-award authority is selected for this grant for contracting purposes only.
