Grant Description
Community project funding/Congressionally directed spending - construction - the proposed nursing education building at the University of Arkansas at Pine Bluff will be a first-class state-of-the-art facility that will contain the latest health care technology for educating nursing students from the Delta region of the state, the state as a whole, and the nation.
UAPB is a historically Black college/university (HBCU) located in a fragile and underserved region of the Arkansas Delta, one of the poorest areas of the state and nation.
The nursing program is currently housed inside of a multi-disciplinary academic building.
However, the proposed facility will enable UAPB to construct a standalone building for nursing education that will contain classrooms, a lecture hall, simulation laboratories, offices for faculty, student services, and administrative services, a faculty lounge, a student lounge, a test preparation room, a quiet reading and studying room, a large divisible event space with related office space that will be used by the nursing school and jointly with the community to enhance health outcomes.
It will include spaces for developing nursing skills, physical assessment, simulation, critical thinking and clinical reasoning skills while caring for patients in various health-care environments.
The facility will also serve as a major outpost to improve the health conditions of individuals in the community through monitoring.
The goals of this proposed construction project are to:
1. Provide technologically advanced classrooms, state of the art simulation labs, and the creation of functional and student-centered clinical practice settings.
2. Provide a facility to accommodate expanding enrollment for the nursing program while impacting diversity within the nursing profession.
3. Provide wellness components and support services designed to promote success in meeting the nursing students’ well-being, health and comfort needs in the academic environment.
4. Offer research opportunities to expand evidence-based practices within the nursing profession.
5. Allow access to community services, i.e. health assessments, and expand wellness support for community education and resources for the Delta region.

THIS NOTICE ANNOUNCES THE OPPORTUNITY TO APPLY FOR FUNDING UNDER THE COMMUNITY PROJECT FUNDING/CONGRESSIONALLY DIRECTED SPENDING (CPF/CDS) FACILITIES AND/OR EQUIPMENT (CONSTRUCTION) PROJECTS. THIS IS A NON-COMPETITIVE ANNOUNCEMENT WILL BE FUNDED THROUGH HRSAS OFAAM. THIS DOCUMENT PROVIDES GUIDANCE ON HOW TO SUBMIT AN APPLICATION TO RECEIVE CPF/CDS FUNDING. GENERAL INFORMATION IS PROVIDED ABOUT THE PROJECTS, INCLUDING FUNDING AMOUNTS, LIMITATIONS, ADMINISTRATIVE AND NATIONAL POLICY REQUIREMENTS, AND OTHER IMPORTANT INFORMATION. FUNDING IS LIMITED TO THE NAMED ORGANIZATIONS AND FOR THE PURPOSES IDENTIFIED IN THE FURTHER CONSOLIDATED APPROPRIATIONS ACT, 2024 (P.L. 118-47). THIS PROGRAM OPERATES ON A DRAWDOWN BASIS, WHEREIN FUNDS WILL BE DISBURSED AS COSTS ARE INCURRED. PLEASE NOTE THAT THIS IS NOT A REIMBURSEMENT PROGRAM.
