Grant Description
Community project funding/Congressionally directed spending - construction - This application is for the renovation of St. Lucy’s Church, a property at 24 Branch Street owned by the City of Waterbury.

The funds will be used to build out medical, dental and behavioral health suites, a laboratory and pharmacy, a lactation space and community meeting room in the church to allow neighborhood residents a one-stop shop approach to wellness in an area where these services are limited.

The center would have hoteling space available to community non-profits and social service organizations to allow them to meet with clients as well as a larger meeting space to host trainings.

Creation of a community health resource center attends to the health and wellbeing of residents and provides a venue for non-profit and social service organizations to reach community members without investing in permanent office space.

Such a space nurtures a sense of community and connectedness in a high-needs neighborhood.

The property sits at the center of a constellation of public schools, the Police Activity League campus and Head Start at TEAM Inc.

In this community, 32.3% of the population is less than 18 years old and 64.7% of the population is Latino, largely originating from Puerto Rico (ACS, 2021).

The median household income in 2021 was well below the state average at $38,594 and 73.2% of residents in the 847 housing units are renters; 531 of the homes are 3- to 5-unit apartments with zero new homes built in this area since 1990 and 81.7% of the homes built before 1939.

Twenty-nine percent of women in this neighborhood have given birth in the past year, yet the nearest prenatal clinic is 2.6 miles away.

The city has made an investment by purchase of the property and arranging for design and environmental assessment of the property, but the investment of federal funds will make the realization of the designs possible.
