The Coffeyville Regional Medical Center (CRMC) requests $4,000,000 to construct a new medical clinic at 1411 W. 4th Street, Coffeyville, KS, 67337-3300. We project the construction will take 19 months, barring weather and supply chain issues: January 2024 to May 2025, with the clinic opening in July 2025.

The building contains 12,456 square feet, consisting of primary care, OB/GYN, pediatrics, lab area, hallways, and non-clinical areas. The primary care area covers ~3,550 square feet, including nine exam rooms, two nurses' stations, four offices, one patient restroom, one staff restroom, one shot preparation room, and one storage room.

The OB/GYN area covers ~2,010 square feet, including five exam rooms, three offices, one ultrasound room, two nurses' stations, one procedure room, and one patient restroom. The pediatrics area covers ~955 square feet, including three exam rooms, one office, one nurses' station, and one procedure room.

The laboratory area covers ~190 square feet, including one lab space and one restroom. The non-clinical areas cover ~5,751 square feet, including all hallways. These areas include the waiting room, receptionist/check-in space, four public restrooms, one call center, three offices, one storage room, one "dirty room," one "clean room," one fire riser/electrical room, one IT closet, and one staff break room.

The facility will have 90 parking spaces in two lots. The primary patient/visitor lot will have 75 regular spaces and four ADA handicap-accessible spaces. The secondary/staff parking lot will have 10 regular spaces and one ADA handicap-accessible space. Both parking lots will have 6" of AB3 subgrade underneath 5" of concrete. It includes concrete curbs and hard-scape islands to control the traffic flow. The main parking area will have street entrances/exits on 4th Street and Lee Street. The staff parking area will have a street entrance/exit on Buckeye Street. The parking area will have a canopied 12'x 25' drop-off zone over the main entryway for people to exit their vehicles during inclement weather.

The primary roof elevation is 12', including a 3'-6" parapet. The entrance will have an 18' raised roof area. All roofing will be thermoplastic polyolefin (TPO) material and a single slope to the lower section. The upper roof will be made of metal roofing material. The façade will consist of metal panel siding above most of the building. The raised entrance section will consist of 10' split-face concrete masonry unit (CMU) blocks with metal siding above that.

Established in 1949, CRMC is a 501(c)(3) rural hospital serving the southeast corner of Kansas. Licensed for 47 beds, CRMC is a regional facility and the only hospital in Montgomery County. The closest similar medical center, Labette Health, is in Parsons, KS, ~40 miles east of Coffeyville.

In 2022, staff served patients from Montgomery, Chautauqua, Labette, Allen, Neosho, and Wilson counties, totaling 43,147 visits, with 16,655 visits from 5,148 patients in the existing clinic. We project the new clinic will serve an additional 1,460 patients during its first year of operation, with increasing numbers expected in the following years.

Montgomery County is considered a "rural" county, having a population density of 48.41 people per square mile (643.59 square miles). It has 31,156 residents, 1% of Kansas' population. The age breakdown is 23.5%
The primary care physician to population rate is 1:1,830 (KS = 1:1,260), 12% of the population is uninsured (KS = 10%), and 17.6% live in poverty (KS = 11.5%), including 22% of children living in poverty (KS = 14%). The median household income is $49,300 (KS = $64,100).
