Grant Description
Community Project Funding/Congressionally Directed Spending - Construction - It Takes Philly/The Black Doctors COVID19 Consortium (BDCC) requests $2,000,000 in funding from the U.S. Department of Health and Human Services Congressionally Directed Spending (CDS) for construction projects. The funding will support the construction of a new pediatric health center, called the Stanford Health Equity Pediatrics Center, at the former site of the historic Carman Gardens Skating Rink. The physical location of the project will be at 3225 Germantown Ave, Philadelphia, PA 19140. The total cost for the project is $4,819,846.
The existing masonry structure is 10,000 square feet. Once completed, the project will feature clinical areas, rooms for phlebotomy and radiology. BDCC will lease the property from Germantown Liberty Acquisitions, LLC, the owner of the property. The owner has agreed that BDCC will make certain improvements to the property as described in this application to HRSA CDS.
The construction of the newly renovated Stanford Health Equity Pediatric Center will enable BDCC to provide high-quality, culturally competent, and compassionate healthcare services to the surrounding North Philadelphia neighborhoods. The goal is to address health disparities, decrease morbidity and mortality rates among African-Americans, persons of color, and the broader community. The center will operate under the clinical guidance of top-tier medical professionals of color.
CDS funding will be utilized to support construction and renovation activities necessary to establish the medical facility. This includes the materials required for construction such as demolition, concrete, metals, woods, plastics, composites, thermal and moisture protections, creating openings and finishes, kitchen equipment, medical equipment, furnishings, fire suppression, plumbing, HVAC, electrical, communications, electric safety, and security.
The estimated project completion date is July 2023. In June 2022, BDCC will sign a lease agreement, currently being negotiated, with Germantown Liberty Acquisitions, LLC for a period of 15 years from the substantial completion of certain improvements to the existing building. The anticipated construction drawings will be completed by the contracted construction company and architects. The bidding period for contractors will begin in July 2022 and conclude in September 2022. The white box construction is planned to begin in October 2022 and conclude in May 2023. The fit-out of the building will begin immediately after the construction wraps up. BDCC staff will be responsible for managing the timeline's activities in partnership with the property owner and the selected contractor.

The equipment purchases will include commercial-grade microwave, disposals, refrigerator, fixed X-ray, portable X-ray, mammography machine, ultrasound machine, commercial kitchen fixtures, magnetic resonance imaging (MRI) machine, and furniture.
