Purpose of the Award
This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested by Los Angeles County Metropolitan Transportation Authority (LACMTA) in this ARP Capital Investments Grant supplants the local share of $66,428,844 (D2021-RPNS-003) in Grant ID# CA-2016-017 for the Westside Purple Line Extension Section 1 project (WPLE1). It does not duplicate the federal funding for any activities in Grant ID# CA-2016-017.
II. Activities to be Performed
Specifically, this ARP Capital Investments Grant supplants the amount of local share (non-CIG funds) for the following activities per the FTA scope activity line item as follows:
- 14.06.10 Guideway Track Elements: $20,211,085
- 14.06.20 Station Stops Terminals Intermodal: $16,761,397
- 14.06.40 Sitework Special Conditions: $13,937,079
- 14.08.80 Professional Services: $15,519,283
- Total: $66,428,844
III. Expected Outcomes
The WPLE1 consists of the design and construction of approximately 3.92 miles of double track heavy rail underground transit system below Wilshire Boulevard in the cities of Los Angeles and Beverly Hills, with three new stations, a new maintenance-of-way building, and a non-revenue vehicle maintenance facility at the existing Metro Division 20 Yard. The three new stations will be located at Wilshire/La Brea, Wilshire/Fairfax, and Wilshire/La Cienega. The project is the first section of a planned three-section extension of the Metro Purple Line to Westwood/VA Hospital.

Populace of the LACMTA transit service area and local area commuters.
V. Subrecipient Activities
None.
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company. The recipient agrees that it will amend the corresponding FFGA (CA-2016-017) in TRAMS to reduce the local share and FTA scope activity line items as noted above.
Total project budget is $2,821,957,153, which includes previously awarded FTA funds:
