This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested in this ARP Capital Investments Grant supplants the local share of $93,437,754 in Grant ID# CA-2019-170 Westside Purple Line Extension Section 3 - FFGA. It does not duplicate the federal funding for any activities in Grant ID# CA-2019-170. Specifically, this ARP Capital Investments Grant supplants the amount of local share for the following activities per the FTA scope activity line item as follows:

14.06.60 ROW: $30,472,700
14.08.80 Professional Services: $62,965,054

I. Purpose of the Award

This application utilizes ARP Act funding to prevent, prepare for, and respond to coronavirus. The funding requested by Los Angeles County Metropolitan Transportation Authority (LACMTA) in this ARP Capital Investments Grant supplants the local share of $93,437,754 (D2021-RPNS-005) in Grant ID# CA-2019-170 for the Westside Purple Line Extension Section 3 project (WPLE3). It does not duplicate the federal funding for any activities in Grant ID# CA-2019-170.

II. Activities to be Performed

Specifically, this ARP Capital Investments Grant supplants the amount of local share (non-CIG funds) for the following activities per the FTA scope activity line item as follows:

14.06.60 ROW: $30,472,700
14.08.80 Professional Services: $62,965,054
Total: $93,437,754

III. Expected Outcomes

The WPLE3 consists of the design and construction of approximately 2.56 miles of a double-track heavy rail underground transit system in the city of Los Angeles and unincorporated Los Angeles County. It will have two new stations - Westwood/UCLA and Westwood/VA Hospital. It is the third and final section of a planned three-section nine-mile extension of the Metro Purple Line to Westwood/VA Hospital.

The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company. The recipient agrees that it will amend the corresponding FFGA (CA-2019-170) in TRAMS to reduce the local share and FTA scope activity line items as noted above.
