Grant Description
This application is to request Section 5311 funds apportioned to California for the following Federal Funding Years (FFY) and amounts:
- FFY 2008 funds in the amount of $1,253,825
- FFY 2009 $29,187
- FFY 2010 $326,345
- FFY 2011 $46,009
- FFY 2012 $259,332
- FFY 2013 $13,706
- FFY 2014 $186
- FFY 2015 $300,006
- FFY 2016 $259,434
- FFY 2020 $2,866,951
- FFY 2021 $25,726,682
The total federal funding requested in this application is $31,081,663, which includes $301,050 in transportation development (toll) credits. This application includes a local match of $78,705,563, and the total project costs are $109,787,226. FFY 2021 Section 5311 funds apportioned to California in the amount of $3,562,299 will be obligated at a later date.
Purpose: The purpose of this award is to provide operating funds for the period of July 1, 2021, to June 30, 2022, provide 17 replacement vehicles, bus support equipment, perform preventative maintenance, perform environmental work, and perform state administrative and oversight activities.
Activities to be performed: The funds will cover operating expenses such as salaries, fuel, and items with a useful life of less than one year. Capital expenses for vehicles and equipment, costs of environmental work and preventive maintenance, and costs incurred by the state for its grant administration and subrecipient oversight activities.
Expected outcomes: The funding will allow the continued operation of transit services, timely replacement or maintenance of vehicles, and oversight for federal compliance requirements.
Intended beneficiaries: California residents using transit within the rural areas of the state.

Pursuant to Section 120(B)(2) of Title 23 USC, California is eligible for increased federal share rates of 88.53% (capital) and 55.33% (operating) depending on the type of project. The required signed agreement between the Department and FHWA is saved in the recipient documents section of TRAMS. Due to the use of toll credits in the amount of $301,050 that are requested in lieu of local share, the effective federal share for projects to be funded by this award will differ from the usual rates.
