Grant Description
This application is to request Section 5311 Coronavirus Response Relief and Supplemental Appropriations Act (CRRSAA) funds apportioned to the State of California in the amount of $74,423,500.1.

Award Purpose:
The purpose of the award is to assist rural transit agencies in their continued response to and recovery from the effects of the COVID-19 pandemic.

Activities to be Performed:
Operating assistance, capital, and planning projects associated with COVID-19 response and recovery, including employee and rider safety during the pandemic.

Expected Outcomes:
Continued safe transit in rural areas of California.

Intended Beneficiaries:
Residents of California, particularly those living in rural areas of the state.

Subrecipient Activities:
- Vehicle acquisition for City of Solvang, County of Nevada Public Works Transit, and Trinity County Department of Transportation
- Facilities modification for Butte County Association of Governments/Butte Regional Transit, Yuba-Sutter Transit Authority, Eastern Contra Costa Transit Authority, and Tehama County Transit Agency
- Planning for Trinity County Department of Transportation
- Operating assistance for rural transit providers including Alpine County Community Development, Amador Transit, Antelope Valley Transit Authority, Calaveras Transit Agency, City of Arvin, City of Auburn, City of California City, City of Chowchilla, City of Corcoran/Corcoran Area Transit, City of Dixon, City of Escalon, City of Guadalupe, City of McFarland, City of Needles, City of Ojai, City of Ridgecrest, City of Rio Vista, City of Shafter, City of Taft, City of Tehachapi, City of Wasco, Colusa County Transit Agency, County of Mariposa, County of Nevada Public Works Transit Services Division, County of Sacramento Department of Transportation, County of Shasta Department of Public Works, County of Siskiyou, County of Tulare, Eastern Sierra Transit Authority (2 projects), El Dorado County Transit Authority, Fresno County Rural Transit Agency, Humboldt Transit Authority, Imperial County Transportation Commission, Kern Regional Transit, Kings County Area Public Transit Agency, Lake Transit Authority, Lassen Transit Service Agency, Livermore Amador Valley Transit Authority, Madera County, Marin County Transit District, Mendocino Transit Authority, Modoc Transportation Agency, Monterey-Salinas Transit, Morongo Basin Transit Authority, Mountain Area Regional Transit Authority, Napa Valley Transportation Authority, North County Transit District, Palo Verde Valley Transit Agency, Placer County Public Works (TART PCT), Plumas County Transportation Commission, Redwood Coast Transit Authority, Riverside Transit Agency, San Benito County Local Transportation Authority, San Diego Metropolitan Transit System, San Joaquin Regional Transit District, San Luis Obispo Regional Transit Authority, San Mateo County Transit District, Santa Barbara County Association of Governments, Santa Clara Valley Transportation Authority, Santa Cruz Metropolitan Transit District, Sonoma County Transit, SunLine Transit Agency, Transit Joint Powers Authority for Merced County, Tuolumne County Transit Agency (TCTA), Victor Valley Transit Authority, and Yolo County Transportation District
- Operating assistance for intercity bus service providers including BCAG/Butte Regional Transit, City of Santa Maria, City of Visalia, Eastern Sierra Transit Authority, Fresno Council of Governments, Greyhound Lines Inc., Humboldt Transit Authority, Kern Regional Transit, Lake Transit Authority, Mendocino Transit Authority, Modoc Transportation Agency, Monterey-Salinas Transit, Mountain Area Regional Transit Authority, Napa County, Plumas County Transportation Commission, Redwood Coast Transit Authority, San Diego Metropolitan Transit System, SunLine Transit Agency, Trinity County Department of Transportation, and Yosemite Area Regional Transportation System.

The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.

The applicant and any subrecipient or contractor that is a provider of public transportation:
(A) Intends to use CRRSAA funds to bring back any employees previously furloughed as a direct result of financial difficulties caused by the COVID-19 public health emergency to the maximum extent possible.
(B) Intends to use CRRSAA funds to rehire any positions of employees who were laid off as a direct result of financial challenges caused by the COVID-19 public health emergency.
(C) Explains how it has spent CRRSAA funds on payroll operations or payroll and expenses of private providers of public transportation to the maximum extent possible.
