Grant Description
This application is to request FFY 2021 Section 5310 American Rescue Plan Act (ARPA) funds apportioned to the state of California in the amount of $3,200,474 for emergency operating assistance. This amount represents 100% federal share of the total eligible amount for the agencies identified as subrecipients in this application. Due to the 100% federal share, there are no matching funds comprising local share. Total project costs for this application are $3,200,474.
All funding will be used to support the operations of these rural, small urban, and large urban 5310 service providers for their costs associated with preventing, preparing for, and responding to coronavirus during the period from January 20, 2020, through September 30, 2024. All projects identified in this application are consistent with the applicable coordinated human service plan(s).
1. Award Purpose: Assist transportation providers that support seniors and individuals with disabilities who have specialized transportation needs.
2. Activities to be Performed: Emergency operating assistance.
3. Expected Outcomes: Continued support for seniors and individuals with disabilities who have specialized transportation needs.
4. Intended Beneficiaries: Seniors and individuals with disabilities across California.
5. Subrecipient Activities: Operating assistance for the following subrecipients that provide specialized transportation services:
In Large Urbanized Areas (Large UZA) FFY 2021 5310 ARPA large urbanized area funds in the amount of $1,825,770 apportioned to the following large UZAs within the state of California for the purpose of emergency operating assistance. ARPA funds are provided at 100% federal share, so there is no local share associated with these projects. Total project costs are $1,825,770 and are apportioned between the large UZAs shown below for the eligible subrecipient agencies listed below within those large UZAs:

- Nevada-Sierra Connecting Point Public Authority.
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
