This application is to request Section 5307 funds apportioned to the UZA #62660 in the amount of $4,683,146 and Section 5339 funds apportioned to the UZA #62660 in the amount of $688,000. Funding for projects included in this grant application is provided by the following apportionment years and for the urbanized and non-urbanized areas (UZAs) Victorville-Hesperia-Apple Valley (UZA #62660).

Purpose:
The purpose of this grant is to make improvements to the transit fleet and facilities.

Activities to be performed:
Funds from this grant will be used to purchase replacement Class H paratransit and service vehicles. In addition, security cameras, computers, servers, and garage and shop equipment will be purchased. A portion of the funds will be used to cover capital leasing costs and facility renovations for VVTA's main facility.

Expected outcomes:
The purchases will allow the agency to continue to operate safe, reliable transit vehicles.

Intended beneficiaries:
Local residents, schools, and businesses will benefit from the more efficient replacement vehicles.

Subrecipient activities:
VVTA does not intend to subaward funds.

1) Replacement paratransit vehicles (6):
This grant applies $117,468 of FY20 Section 5339 funds, $530,532 of FY21 Section 5339 funds, and a local match of $162,000 of California State of Good Repair funds to purchase replacement paratransit buses. VVTA will purchase six (6) less than 30 CNG buses that have an expected useful life of 5 years and/or 150,000 miles and will be disposed of in accordance with federal requirements.

3) Security cameras (56):
This grant applies $68,000 of FY20 Section 5307 funds and $17,000 of STA as local match to replace security cameras. These cameras have a useful life of 5 years.

4) Regional replacement buses (5):
This grant applies $2,903,706 of FY20 Section 5307 funds and California State of Good Repair funds of $490,650 and $21,769 of LCFS credits as a local match to bus replacement. VVTA will purchase five (5) Class H CNG buses that have an expected useful life of 12 years and/or 500,000 miles and will be disposed of in accordance with federal requirements. These buses will meet the Clean Air Act standards (CAA) and the Americans with Disabilities Act (ADA) requirements.

5) Service vehicles (2):
This grant applies $80,000 of FY20 Section 5307 funds and California State of Good Repair funds of $20,000 as local match towards the purchase of two (2) service vehicles.

6) Garage and shop equipment:
This grant applies $40,000 of FY21 Section 5339 funds and $10,000 of STA as local match towards the purchase of garage and shop equipment.

7) Capital lease:
This grant applies $1,229,040 in FY20 Section 5307 funds and $307,260 of LTF as local match to payment against VVTA's Certificates of Participation 2016 Refunding for Transit Facilities Project Trust Agreement Aug. 1, 2007, by and among The Bank of New York Trust Company N.A. as trustee and California Transit Finance Corporations and VVTA. Letter of No Prejudice for Certificate of Participation debt service repayment attached.

8) Facilities renovations:
This grant applies $366,400 of FY20 Section 5307 funds and $91,600 of STA as local match towards painting the building interior, replacing carpeting and flooring as needed, and resurfacing the maintenance shop floor with epoxy coating.

9) Computer and servers:
This grant applies $36,000 of FY20 Section 5307 funds and $9,000 of STA as local match towards the purchase of 34 computers and one (1) server.
