Grant Description
The Long Beach Public Transportation Company (Long Beach Transit; LBT) is a direct recipient. This application is for FY21 FTA 5307 federal assistance and is consistent with the suballocation identified in the split letter attached to this application. This funding will be combined with other federal funding (CA-2019-088 CA-2018-127 CA-2017-150 CA-2020-053-1) to support the purchase of replacement buses, facility improvements, miscellaneous bus components, the purchase of shop equipment, and bus stop improvements.
Funding for all projects included in this application is provided by the following apportionment years and urbanized areas (UZAs):
- Federal Funding Section 5307 FFY 2021 Los Angeles (UZA #60020): $11,423,285
- Section 5307 FFY 2018 Los Angeles (UZA #60020): $77,550
- Total Section 5307: $11,500,835
- Local Match Municipal Operators Service Improvement Program (MOSIP-21): $285,500

A portion of the local share in the amount of $2,589,709 will be provided by transportation development credits. Due to transportation development credits not reflecting as actual money towards project expenses, a 100% federal share is reflected when the credits are applied.
LBT is submitting an application in support of the following capital projects:
Project #1: Fleet Replacement: (Approximately 5 Buses)
This project applies $77,550 in FY18 Section 5307 funds and $3,996,696 in FY21 Section 5307 funds for a total of $4,074,246 for on-going bus replacement. LBT will purchase up to 5 40-foot battery-electric buses (BEBS) that have an expected useful life of 12 years and/or 500,000 miles to support the replacement of up to 5 older model less efficient buses. These buses will meet the Clean Air Act standards (CAA) and the Americans with Disability Act (ADA) requirements.
Project #2: Facility Improvements:
This project applies $608,000 in FY21 Section 5307 15% discretionary capital funds allocated through the Bus Operators Subcommittee (with a local match of $152,000) and $3,740,000 in FY21 Section 5307 funds for a total project amount of $4,500,000 for facility upgrades and rehabilitation improvements to LBTS administrative operating and maintenance facility (LBT1) to meet its current and future operations and maintenance needs. This will also support LBTS continued efforts to maintain its assets in a state of good repair and accommodate the growth and maintenance of new technology needed to support its zero-emission vehicles. Examples of needed improvements include, but are not limited to, roofing, elevators, restroom renovations, heating and air conditioning units, bus washes, and security enhancements.
Project #3: Bus Components:
This project applies $2,364,589 in FY21 Section 5307 funds for bus components. The bus components project is an on-going activity that includes, but is not limited to, components associated with collecting fares, driver/passenger seats, engines, catalytic converters, mufflers, high voltage cables, components associated with the cooling system, electric starters, ultra-capacitor energy storage packs, engine upgrades, transmissions, window assemblies, radiators, idler kits, starters, air compressors, A/C components, CNG storage cylinders, upgrade bus roof fairing, wheelchair tie-down equipment, and bike racks.
Project #4: Misc. Shop Equipment:
This project applies $180,000 in FY21 Section 5307 funds for miscellaneous shop equipment. The miscellaneous shop equipment project is an on-going activity that includes the purchase of the following shop support items: bus equipment, hydraulic lifts, compressors, overhead reel system, engine hoist, air-operated grease pumps, heavy-duty plasma cutter, pallet jack, technical tools, welder outfit, bridge crane, exhaust fans, gas detectors, hybrid cradle, and other floor-mounted electrically operated shop equipment.
Project #5: Bus Stop Enhancements:
This project applies $534,000 in FY21 Section 5307 1% associated transit improvement funds allocated through the Bus Operators Subcommittee (with a local match of $133,500 in MOSIP 21) for a total of $667,500. This project will make needed improvements along the Atlantic Avenue Long Beach Boulevard corridors for up to 43 bus stop locations. The customer amenities will include improvements such as shelters, benches, security lighting, signage and maps, and improved pedestrian access.
