Application Executive Summary
This application is to request FY2021 Section 5309 ARP Act Discretionary Funds, Discretionary ID# D2021-RPNS-001, in the amount of $81,294,942. This application utilizes ARP Act funding to prevent, prepare for, and respond to the coronavirus. The funding requested in this ARP Capital Investment Grant supplants the local share of $81,294,942 in Grant AZ-2021-001 South Central Light Rail Extension Downtown Hub. It does not duplicate the federal funding for any activities in Grant AZ-2021-001.
Specifically, this ARP Capital Investments Grant supplants the amount of local share for the following activities per the FTA Scope Activity line item:
- FY2019 - 14.01.10 - Guideway Track Elements - $4,301,155
- FY2019 - 14.08.80 - Professional Services - $12,055,713
- FY2020 - 14.02.20 - Stations, Stops, Terminals - $247,814
- FY2020 - 14.04.40 - Sitework Special Conditions - $64,690,260
The grant will be utilizing pre-award authority as the local match to be supplanted was the match funds for federal expenses that occurred from June 2020 through June 2021.
The recipient agrees that if it receives federal funding from the Federal Emergency Management Agency (FEMA) or through a pass-through entity through the Robert T. Stafford Disaster Relief and Emergency Assistance Act, a different federal agency, or insurance proceeds for any portion of a project activity approved for FTA funding under this grant agreement, it will provide written notification to FTA and reimburse FTA for any federal share that duplicates funding provided by FEMA, another federal agency, or an insurance company.
The recipient agrees that it will amend the corresponding FFGA in TRAMS to reduce the local share and FTA Scope Activity line items as noted above.
Purpose
The purpose of this grant is to supplant local match funds for the construction of the South Central Light Rail Extension Downtown Hub (SCE DH).
Activities to be Performed
The activities to be performed are the supplanting of local funds in the construction of the South Central Light Rail Extension Downtown Hub (SCE DH) for the costs associated with the construction of guideway and track elements, stations, stops, terminals, sitework and special conditions, and professional services.
Expected Outcomes
The expected outcome is to provide the region and cities with the project savings of the local match supplanted in this grant application to go towards other transit projects in the region.
Intended Beneficiaries
The intended beneficiaries are the passengers, cities, and region who provide transit rail service and streetcar service in the region.
Subrecipient Activities
The recipient does intend to subaward the funds to Valley Metro Rail Inc. (Metro).
