Grant Description
Arkansas DOT (ARDOT) is applying for FY21 ($1,143,440) and FY16 ($889,948) 5311 federal funds in the federal amount of $2,033,388. Purpose of the award, expected outcomes, intended beneficiaries: This award will go towards bus purchases and operating expenses. These funds will help to enhance and sustain reliable transit services, reduce unscheduled repairs, and improve system efficiency and reliability. These projects will allow individuals' basic mobility needs to be met, which includes providing access to health care, shopping, employment, and education. Overall, this award will help to maintain and improve the use of public transportation and support the use of intercity bus transportation. The following is a breakdown of federal funds in this application: $1,143,440 (FY21 5311 partial apportionment) (remaining funds are to be added to this grant as an amendment later), $889,948 (FY16 5307 small urban Conway funds transferred to FY16 5311), $2,033,388 federal amount total. Subrecipient activities and activities to be performed: These grant funds will cover operating for South Central AR Transit (SCAT); operating and capital expenses for Jefferson Lines, an intercity agency; and capital expenses for Greyhound, an intercity agency. All projects are currently listed in Category B until agreements and certifications are signed. The projects selected for inclusion in this award application were derived from a fair and equitable distribution through maximum feasible coordination with other transportation services provided by other federal sources and consistent with the state management plan for the Section 5311 program. A certification letter of exemption is not needed for FY21 as the 15% requirement ($2,143,440) will be obligated. In this award, ARDOT is applying for a partial amount of this requirement, $1,143,440, with a remaining balance of $1,000,000 left to be requested in an amendment. Cost and price estimates have been submitted. Local match ($1,421,388) will be provided by agencies (cash rental car tax and Medicaid funds).
