Grant Description
Award Purpose
The purpose of this program is to improve coordination efforts across a wide array of industry sectors with employers, labor organizations, educational institutions, industry groups and associations, joint labor-management partnerships, workforce and apprenticeship intermediaries, community-based organizations, and other non-profit and public sector partners to expand registered apprenticeship in Texas.
Activities Performed
1) Apprenticeship system expansion to support the development, modernization, and diversification of RAPs;
2) Partnership alignment to support workforce system integration of services;
3) An increase in the number of apprentices enrolled in RAPs, including from underrepresented populations; and
4) Development of and improvements to recruitment strategies to target expansion activities directed at new program areas, underrepresented populations, and individuals impacted by the COVID-19 pandemic.
Deliverables
1) Total participants served: 930.
2) Total participants who enroll in RAPs: 900.
3) Total number of participants who complete a RAP: 250.
4) Total number of participants who enroll in pre-apprenticeship (as applicable): 30.
5) Total number of participants who complete pre-apprenticeship (as applicable): 15.
Program Outputs
1) Total RAPs created as a result of ABA grant funding: 40.
2) Total RAPs expanded as a result of ABA grant funding: 10.
3) Total pre-apprenticeship programs created (as applicable): 2 to 5 of the 40.
4) Total pre-apprenticeship programs expanded (as applicable): 1.
Intended Beneficiary
All populations, including underrepresented populations (defined as youth, women, veterans, people of color, formerly incarcerated individuals, and persons with disabilities).
Subrecipient Activities
Subrecipient activities will support coordinated RAP expansion and system-building efforts at a state level across a wide array of industry sectors with employers, labor organizations, educational institutions, industry groups, joint labor-management partnerships, workforce and apprenticeship intermediaries, community-based organizations, and other non-profit and public sector partners. Further, activities will develop strategies to improve state coordination efforts around system alignment, data quality and use, program expansion into in-demand industries, and goals and strategies to ensure equity in RAPs, while also facilitating other data sharing, system change, and governance requirements to comply with the laws for a strong and modernized RAP system.
