Grant Description
AWARD PURPOSE: The purpose of this agreement is to establish a cooperative working relationship with the North American Plant Protection Organization (NAPPO). NAPPO is the regional plant health standard-setting organization for North America. The United States is a member of NAPPO and develops an annual work program with Mexico and Canada (the other NAPPO member countries) to address plant health issues of regional concern. The NAPPO Secretariat is responsible for implementing the annual work program.
ACTIVITIES TO BE PERFORMED: The NAPPO annual work program, co-funded by the United States, Canada, and Mexico, provides the following essential services to the United States and its partner governments:
1. Safeguarding plant resources: A coordinated regional program which will protect the member countries' plant resources from the threat of invasive plant pests.
2. Facilitating harmonized safe trade: The development of regional plant health standards and other products which will ensure safe agricultural trade among the partner countries.
3. Industry engagement: Communication services to enhance industry and stakeholder engagement in NAPPO activities and ensure the timely exchange of scientific and technical information among the partner countries.
4. International strategy development and collaboration: International collaboration activities to maximize NAPPO contributions and leadership at the international level.
5. Global initiatives: Coordinate with the International Plant Protection Convention (IPPC) or other international entities on the continued support of a global ePhyto system and international work on sea containers.
DELIVERABLES AND EXPECTED OUTCOMES: NAPPO has an annual work plan approved by PPQ and provides a report at the end of every calendar year on how it has met each goal and activity, which we use for reporting on the cooperative agreement.
INTENDED BENEFICIARY(IES): Stakeholders of NAPPO, which include the North American National Plant Protection Organizations, industry, academia, producers, etc.
SUBRECIPIENT ACTIVITIES, IF KNOWN OR SPECIFIED AT THE TIME OF AWARD: NAPPO will coordinate with the International Plant Protection Convention (IPPC) and other international entities on the continued support of a global ePhyto system and international work on sea containers. ePhyto is an ongoing project on the NAPPO work program, and sea containers are a part of the North American Sea Container Initiative (NASCI). NAPPO also has a representative on the IPPC Sea Containers Focus Group.
