Overview
Grant Description
The purpose of this agreement is to purchase and distribute local food targeting purchases from socially disadvantaged farmers and ranchers. The United States Department of Agriculture, Agricultural Marketing Service has established the Local Food Purchase Assistance Cooperative Agreement Program.
The Local Food Purchase Assistance Cooperative Agreement Program is part of the "Build Back Better" initiative, authorized by the American Rescue Plan. The program's purpose is to maintain and improve food and agricultural supply chain resiliency to support local, regional, and socially disadvantaged farmers and producers through the purchase of locally grown fresh foods, food products, and beverages.
The Tennessee Department of Agriculture is partnering with the five regional food banks. The food banks will serve as subrecipients of the Local Food Purchase Assistance Cooperative Agreement Program grant program. The food banks will work to identify new partnerships for local and regional farmers/producers across Tennessee.
Each of the five regional food banks will conduct an internal review to determine the following needs: outreach efforts across the state, program development, and program administration. Quarterly performance reports will be submitted to capture the number of producers, socially disadvantaged farmers and ranchers, distribution sites, and underserved locations, as well as funds expended for each category. Annual reports will provide percentages of new marketing opportunities and purchases distributed beyond current food distribution networks.
The primary goal regarding food in this program is to keep the food distribution within the food banks' service area and to share any excess across the state. The Tennessee Department of Agriculture anticipates the regional food banks, as subaward recipients, will identify at least seventy disadvantaged farmers/producers and over one million beneficiaries of the Local Food Purchase Assistance Cooperative Agreement Program.
The recipient plans to subaward funds to Second Harvest of Middle Tennessee, Second Harvest of East Tennessee, Second Harvest of Northeast Tennessee, Chattanooga Area Food Bank, and Mid-South Food Bank.
