Overview

Grant Description
The purpose of this agreement is to purchase and distribute local food, targeting purchases from socially disadvantaged farmers and ranchers. The purpose of this program is to strengthen Arkansas' local food system while supporting local and socially disadvantaged farmers/producers through building and expanding opportunities.

The Commodity Distribution Unit is requesting $3.7 million dollars through the Local Food Purchase Assistant Grant to develop continuing partnerships between socially disadvantaged farmers and state food distribution networks. The goal is to provide fresh, healthy, nutritious foods to underserved communities across Arkansas. These partnerships will build and foster economic ties within communities that will be sustainable after the 2-year grant period.

Purchasing local goods from farmers and producers allows them to expand and have continued growth by reinvesting back into their businesses. With infrastructure improvements in our food distribution networks from the Emergency Food Assistance Program Reach and Resiliency Grant funding, it is expected that a larger percentage of our underserved communities will have equal opportunity to access food distribution through both United States Department of Agriculture programs and other food distribution channels, to increase local food consumption.

Quarterly performance reports will be submitted to capture the number of producers, socially disadvantaged farmers and ranchers, distribution sites, and underserved locations, as well as funds expended for each category. Annual reports will provide percentages of new marketing opportunities and purchases distributed beyond current food distribution networks. The coherent goal is to build upon outreach and distribution to meet the needs of underserved communities.

The goal of this program is to increase access to local food and improve supply chain resiliency by building partnerships with local and regional producers, socially disadvantaged farmers/producers, and underserved communities. A desired outcome of the Local Food Purchase Assistance Program is that these partnerships continue after the program concludes.

The Commodity Distribution Unit intends to establish, through local distributors, purchasing programs with socially disadvantaged farmers within the state of Arkansas and those who may be located regionally within 400 miles of a distribution point. From the producers that grow seasonal green vegetables to producers maintaining livestock and aquaculture, it is estimated that the Commodity Distribution Unit and our Local Food Purchase Assistance Program partners will work with 50 to 75 producers from across the state.

Direct recipients of these local and regional products have been identified as individuals who belong to underserved communities that are not part of the normal food distribution network. The recipient plans to subaward funds to food banks.
