Grant Description
This is a FY21 5339(b) Bus and Bus Facilities Funding Application for the City of Mobile, AL (Mobile AL UZA) in the amount of $4,850,535, representing 80% federal share of the total eligible amount. The total cost for this project is $6,063,169 (federal $4,850,535, local $1,212,634).
Purpose:
The purpose of this award is to provide the City of Mobile Public Transportation System (The Wave Transit System) financial assistance in replacing an aged fleet of twelve (12) buses that have exceeded their useful life with twelve (12) new 35 low floor heavy-duty transit buses for its fixed route service.
Activities to be performed:
The City of Mobile will purchase twelve (12) 35 low floor heavy-duty buses to replace twelve (12) of its aging 29 and 35 buses that have exceeded their useful lifetime mileage and/or lifetime age.
Expected outcomes:
Replacement of these vehicles would reduce maintenance repair costs, substantially decrease the number of road calls resulting in missed trips, as well as provide the passengers with safe and reliable transportation. The goal in replacing the aging fleet is to improve the mobility of people within the City of Mobile who rely on public transportation services, to transition more riders from demand response to fixed route by providing ADA accessible fixed route buses, to directly provide connectivity to employment, education, recreation, and public services, and to ignite community revitalization for the disadvantaged populations in our area, including the low-income, disabled, and elderly, with the presence of new buses inclusive of new technology.
Intended beneficiaries:
The Wave Transit System (WTS) partners with Mobile County Public School System (MCPSS) by providing monthly bus passes at a discounted rate to students and parents of students who utilize public transit for transport to school and home. Within Mobile, each of the high schools is located within walking distance of a WTS route. The City of Mobile is home to 66% of the total minority population in Mobile County. The highest percentage of low-income households and the highest propensity for transit is downtown. WTS offers fixed route service to these areas via four (4) routes. These areas consist of individuals living in a geographic proximity of each other in distressed neighborhoods, low-income to poverty-stricken conditions, transit-dependent, and 95% are minorities. WTS also operates one neighborhood service that is on-demand response. The riders schedule service the day before, and the route is planned for the following day. The concept works by providing service to low-density and low-income neighborhoods, utilizing the hub concept where smaller vehicles carry riders into hubs or transfer centers that connect to fixed routes.

This project is programmed in the Alabama 2019-2023 STIP that was approved and updated on August 21, 2021. The local match will be provided by the City of Mobile per Resolution Docket Number 31.973, adopted November 2, 2021, in the amount of $1,212,634.
The City of Mobile will ensure that all vehicles purchased are ADA accessible, purchased from an FTA approved TVM, and reported to FTA within 30 days after the contract is signed. The City of Mobile will check the current listing of transit vehicle manufacturers (TVM) to ensure each is listed as a certified TVM in compliance with FTA regulations.
The City of Mobile (Grantee) and/or any applicable sub-grantee(s) (when applicable) will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contract Guidance). The City of Mobile (Grantee) and/or any applicable sub-grantee(s) (when applicable) will ensure that contractors procured will not be on the FTA Suspension and Debarment List. The City of Mobile (Grantee) and/or any applicable sub-grantee(s) (when applicable) will ensure that all third-party contractors have not been convicted of a felony criminal violation under any federal law within the preceding 24 months.
