Overview

Grant Description
Award Purpose
To support employment and training activities for Indian, Alaska Native, and Native Hawaiian individuals in order to: 1) develop more fully the academic, occupational, and literacy skills of such individuals; 2) make such individuals more competitive in the workforce and equip them with the entrepreneurial skills necessary for successful self-employment; and 3) promote the economic and social development of Indian, Alaska Native, and Native Hawaiian communities in accordance with the goals and values of such communities.

Activities Performed
To provide employment and training opportunities to eligible individuals and to make efforts to develop programs that contribute to occupational development, upward mobility, development of new careers, and opportunities for nontraditional employment. Service categories include: (1) career services - that involve preparing to enter, reenter, or retain unsubsidized employment leading to self-sufficiency; (2) follow-up services, including counseling and supportive services for up to 12 months after the date of exit to assist participants in obtaining and retaining employment; and (3) training services, including activities described in WIOA SEC. 134(C)(3)(D).

Deliverables
Grants may serve unemployed and under-skilled American Indian, Alaska and Native Hawaiian adults. Expected outcomes are defined in WIOA at SEC. 116 (B). The grantee has six performance outcomes they must strive to meet: (1) employed in the 2nd quarter after exit; (2) employed in the 4th quarter after exit; (3) median earnings in the 2nd quarter after exit; (4) credential attainment; (5) skill gains; and (6) service to employers.

Intended Beneficiary
American Indians, Alaska Natives and Native Hawaiians who are unemployed, underemployed, low-income, or a recipient of a bona fide lay-off notice within the last 6 months or notice that a layoff will take place in the next six months.

Little to no subrecipient activities. Most services and activities are provided directly by the grantee.
