Description:
This agreement provides funding for the operation of the New York State Department of Environmental Protection's (NYSDEC) continuing environmental programs while giving it greater flexibility to address its highest environmental priorities, improve environmental performance, achieve administrative savings and strengthen the partnership between NYSDEC and EPA. This agreement funds state continuing environmental programs for water.
Activities:
This agreement funds the following program activities: implementing National Pollutant Elimination System (NPDES) program; issuance of point source permits through the NPDES program; developing and monitoring Total Maximum Daily Loads (TMDLs); implementing enhancements to the state's water quality monitoring and assessment program; maintaining state's water quality assessment and reporting in accordance with Clean Water Act (CWA) 303(d), CWA 305(b), and CWA 314; implement state's groundwater program; maintain and implement state's nonpoint source management program; and watershed protection planning and implementation.

Outcomes:
This agreement will improve state's ambient water quality; reduce both point- and nonpoint source pollutions in states' watersheds; reduce non-compliance of NPDES program; enhance watershed management planning and implementation; improve states groundwater program. This agreement will result in enhanced protection of human health and the environment and will benefit the citizens of the State of New York. Deliverables will include the submission of the following reports: Quarterly Significant Non-Compliance Action Program (SNAP) meeting minutes report; electronic reporting for State Pollutant Discharge Elimination System (SPDES) program and annual SPDES compliance report; sanitary sewer overflows (SSO) report; combine sewers overflow (CSO) annual report; revise/update the Concentrated Animal Feeding Operations (CAFO) strategic plan (CAFO compliance strategy) based on the Environmental Conservation Law (ECL) general permits; develop a plan and implement a strategy to phase out the roll-overs of minor permits; integrated compliance information system (ICIS) maintenance progress report through requisite ICIS-NPDES data elements (RIDE); progress on implementation of the CAFO ECL general permit will be discusses during conference calls and meetings; DEC will make appropriate revisions to NYS Stormwater Design Manual based on public comments received; New York State 2024 303d and 305b integrated report; TMDLs to address 303(d) lists; well drillers registration report; annual nonpoint source program progress report; grants reporting and tracking system (GRTS); submit water quality monitoring data to Water Quality Exchange (WQX) database. Direct beneficiaries of this program are the citizens of the State of New York; DEC will provide EPA with a list of all newly permitted public water supply wells in Nassau and Suffolk counties; DEC will provide EPA a list of water withdrawal applicants that have received geotechnical assistance and a list of water withdrawal projects for which hydrogeologic investigations and pumping tests have been reviewed; annual report summarizing the achievements of activities in the division's nonpoint source control program and appropriate information per EPA's National Program Activity Measures (PAMS). Direct beneficiaries of this program are the citizens of the State of New York.
