Grant Description
Description: This agreement provides funding to the Orange County Water District to implement its project to install a small treatment plant at a water treatment plant site for the treatment of per- and polyfluoroalkyl substances contaminants in the City of Tustin as directed in the 2023 Consolidated Appropriations Act or as identified in an approved technical correction if one has been approved for this project.
This assistance agreement provides full federal funding in the amount of $5,000,000.
Preaward costs are approved back to 01/01/2023.

Activities: The activities to be performed are the installation of a small treatment plant at a water treatment plant site for the treatment of per- and polyfluoroalkyl substances contaminants.
The per- and polyfluoroalkyl substances treatment plant and associated on-site conveyance piping has been sized to treat water extracted from existing and future extraction wells in the City of Tustin which would be conveyed to the proposed per- and polyfluoroalkyl substances treatment plant for treatment.
Four ion exchange vessels will be installed to treat the water produced from the city's wells.
The project will also include construction of a new pipeline to convey water from the well sites to the new per- and polyfluoroalkyl substances treatment system located at the main plant, a new section of distribution piping from the main plant, replacement of an existing nitrate treatment system and upgraded booster pumps to handle the additional flows.
Subrecipient: No subawards are included in this assistance agreement.
Outcomes: The anticipated deliverables are the per- and polyfluoroalkyl substances treatment plant and associated on-site conveyance piping has been sized to treat water extracted from existing and future extraction wells in the City of Tustin, which are expected to lead to the treatment of per- and polyfluoroalkyl substances contaminants for the citizens of the City of Tustin.
