Grant Description
Description: This agreement provides funding to Canyon Lake Water Treatment Plant Improvement Project (CLWTP).

The CLWTP, located in Elsinore Valley Municipal Water District (EVMWD), California, was shut down in 2020 in response to elevated PFAS levels.

The purpose of the project involves installing treatment upgrades at the CLWTP to allow for reoperation of the facility.

The existing intake pump station will be completely replaced with a new intake pump station, floating barge, electrical building, and raw water pipeline.

The static and rapid mixers will be replaced to accommodate 7MGD capacity and maintain a minimum of 30 second detention time.

Ferric sulfate and polymer will be added at the rapid mix process to support total organic carbon (TOC) removal through enhanced coagulation.

The up-flow clarifier will be replaced with a new flocculation and sedimentation basin equipped with plate settlers capable of operating at the raw water flow of 7 MGD.

Chemical systems will be added including ferric sulfate, potassium permanganate, and polymer.

PFAS treatment will be added after the dual media filtration and will require booster pumping potentially preceded by a weir, to accommodate increased head from the treatment system.

The project will be completed within an existing water treatment facility.

Phase 1 is a planning phase and Phase 2, (FY23) is the construction phase.

This agreement provides phased federal funding in the amount of $780,000.

Preaward costs have been approved back to 2/1/2025.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: The deliverable is an improved capacity at the facility and reopen the CLWTP.

The outcome will provide fresh drinking water with a significant reduction in PFAS to community members in Elsinore and Canyon Lake, California.
