Description:
This agreement may fund the participation of the recipient in activities including, but not limited to: review of remedial investigation and feasibility studies, proposed plans, and records of decision at Superfund sites in the San Gabriel Valley, California, when the Environmental Protection Agency (EPA) is the lead agency for remedial action. This can also include review of information, attending site-related meetings, and participating in five-year reviews. The primary goal of this project is to complete the last of the actions agreed to in EPA's 2013 transfer of the site to DTSC, by creating a booster station to allow treated water to be conveyed as potable water to residents of San Gabriel Valley.
This agreement provides full federal funds in the amount of $6,000,000. Refer to terms and conditions.
Activities:
Activities to be performed include the following support agency activities: DTSC and EPA are working together to achieve the remedial action objectives by constructing a blending pipeline and booster station. DTSC is installing a blending pipeline to blend the treated water with 1,700 GPM of drinking water to reduce TDS levels to 500 ug/L to meet drinking water standards, but the water pressure needs to be increased to allow distribution as drinking water. This grant from EPA will provide funding for a booster station that will allow 2,000 GPM of the treated water from the Whittier Narrows Operable Unit groundwater extraction and treatment system to be served as drinking water by the San Gabriel Valley Water Company (SGVWC) at a rate of 3,700 GPM. This will provide additional discharge capacity for the WNOU groundwater extraction and treatment system to achieve the target extraction rate for the remedy of 2,800 GPM. In addition to achieving the final remedial action objectives, the booster station grant will provide funding to allow the treated water to be served as clean drinking water to over 11,000 people in disadvantaged communities.

Outcomes:
Anticipated outcomes, expected deliverables, and intended beneficiaries include construction of the booster station, achievement of the final two remedial objectives in EPA's IROD, and improved drinking water availability to the residents serviced by the San Gabriel Valley Water Company. The construction of the booster station and obtaining the drinking water permit will allow DTSC to increase the groundwater extraction rate of the groundwater extraction and treatment system from 800 to 2,800 GPM to achieve capture of the groundwater contamination shown on Figure 1. After treatment at the groundwater extraction and treatment system, it will allow 2,000 GPM to be served as drinking water to the local community. This will achieve the final two remedial objectives of the EPA IROD for the Whittier Narrows Operable Unit.
