Grant Description
Description: The agreement provides funding to the South Coast Air Quality Management District (SCAQMD). Specifically, the recipient will design, build and demonstrate a plug-in-hybrid tugboat in the South Coast Air Basin.

This assistance agreement provides full funding in the amount of 10,000,000. Pre-award costs are approved back to 01/01/2024. See terms and conditions. Activities: The activities include testing an demonstrating a plug-in-hybrid tugboat build for harbor work, ship assist, and other ocean-going vessels in the San Pedro Bay ports of California.

Subrecipient: The subaward will support the design and building of a 90-ton bollard pull plug-in hybrid tugboat for ship assist and harbor work. The proposed vessel will replace a high-horsepower harbor class tugboat equipped with two Tier 2 - 2,365 HP engines that tows container ships, car carriers, tankers, and other types of ocean-going vessels in the San Pedro Bay ports. The replacement tugboat will be capable of zero emission operation with adequate infrastructure installed.

Outcomes: The anticipated deliverables include designing and building a 90-ton bollard pull plug-in hybrid tugboat for ship assist and harbor work. The expected outcomes include that the proposed project is expected to achieve emission reductions of 61.87 tons of NOx, 1.1 tons of PM2.5, and 1.93 tons of HC, 11.06 tons of CO, and 1,463 tons of CO2 annually with the support of multiple charging infrastructures. The intended beneficiaries include the disadvantaged communities surrounding the San Pedro Bay ports, which are in the South Coast Air Basin (SCAB) and recognized as the most polluted areas for ozone by the US Environmental Protection Agency (EPA).
