Description:
This assistance agreement includes current drinking water state revolving funds (including those for DWSRF, lead service line replacement, and emerging contaminant funds) and clean water state revolving funds (including those for CWSRF and emerging contaminants) for fiscal year 23. The project workplan is targeted to meet the statutory and regulatory objectives, milestones, and goals of EPA's strategic plan, in conjunction with the authority and legislative intent of the Omnibus Territories Act. Planned projects are derived from the Guam EPA priority list. The specific project priorities may change throughout the period of performance, which are dependent on the needs basis of protecting human health and the environment.
This cooperative agreement provides full federal BIL funding in the amount of $23,968,000, which includes $2,000,000 in EPA-in-kind technical assistance.
Activities:
This year's award will fund the provision of water and sewer services for the Adacao Subdivision, plus replacement of asbestos concrete and undersized drinking water lines. The construction of the Hagatna force main and pump station and $2 million for in-kind technical assistance for lead service line inventory. These projects will add resiliency to the wastewater system, protect against the slings and arrows of climate change, and reduce wastewater spills, thereby protecting the environment and public health.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
Deliverables will be substantial and complete construction of the five projects. There is an expectation of increased resiliency and a reduction of SSOS and non-revenue water to result from the projects. The beneficiaries will be the citizens of Guam.
