Description:
The Marin Countywide Stormwater Treatment Project will complete engineering designs and environmental permits for up to 17 large stormwater treatment installations (e.g. full trash capture devices or green stormwater infrastructure (GSI)) in Marin municipalities. The project will also fund design and construction of a facility to receive and dewater material removed during storm drain and trash capture device cleaning and maintenance across the county.

Marin Countywide Stormwater Pollution Prevention Program (MCSTOPPP) and member agencies have completed feasibility studies, including conceptual engineering designs and cost estimates for the included projects. The project would use grant funds to complete designs for up to 17 stormwater treatment facilities, design and construct the dewatering pad, fund countywide public outreach and engagement, as well as administrative time. Matching funding will be provided through staff time for trash planning and project management, through programmatic outreach programs/activities, and through a cooperative agreement with Caltrans to construct stormwater treatment facilities.

The project would complete engineering designs by year 2 of the grant and construct the dewatering pad and 1-2 large stormwater treatment facilities (trash capture or GSI) by the end of year 4 to remove over 8,000 gallons annually by the end of the grant term. The grant-funded engineering designs from this project would further unlock $21 million in construction funding committed by Caltrans for projects that, when constructed by 2030, would remove over 39,500 gallons of trash and other priority pollutants annually from Marin watersheds.

This assistance agreement provides full federal funding in the amount of $4,073,070.00. Pre-award costs are approved back to 04/15/2023.

Activities:
To implement the San Francisco Estuary Partnership Comprehensive Conservation and Management Plan (CCMP), Marin County will accomplish the following activities: complete engineering designs and environmental permits for up to 17 large stormwater treatment installations, design and construct the dewatering pad, fund countywide public outreach and engagement, as well as project management.

Outcomes:
Anticipated deliverables include completed engineering designs for the trash capture devices, environmental permits, and construction designs for the dewatering pad. Expected long-term outcomes include removing over 8,000 gallons of trash annually by the end of the project and over 39,500 gallons of trash by 2030. The intended beneficiaries of this project are Marin County communities and the living resources of San Francisco Bay and its watersheds.
