Description:
EPA's CERCLA Section 128(a) Grant Program funds activities that establish or enhance the capacity of state and tribal response programs. The goals of this funding are to provide financial support for the elements of an effective state or tribal response program, as specified in CERCLA Section 128, and to ensure that states and tribes maintain a public record of sites included in their programs. The Infrastructure Investment and Jobs Act ('IIJA') provided additional funding to carry out the Section 128(a) Grant Program. The purpose of this award is to enhance the capacity of Arizona's Department of Environmental Quality (ADEQ) Brownfields Response Program to meet the Section 128(a) elements. ADEQ will oversee and perform planning, assessment, and cleanup of brownfields sites throughout the state through assisting. Additionally, ADEQ will supervise and manage the response program by conducting daily check-in meetings and regular bi-weekly one-on-one meetings to discuss the brownfields and voluntary programs' status with staff and assisting with the implementation of the program including public notifications, media advisories, geographical information systems (GIS) maps, updating the ADEQ website, documenting success stories, determining no further action determinations, processing declaration of environmental use restrictions (DEURs), problem-solving, and managing the funding for the projects and budgets. This award provides full federal funding in the amount of $1,104,623. Preaward costs have been approved back to 10/1/22.
Activities:
ADEQ will perform the following activities: timely survey and inventory of brownfield sites, which are properties whose expansion, redevelopment, or reuse may be complicated by the presence of hazardous substances. It also includes oversight and enforcement authorities to ensure that response actions protect human health and the environment; resources to provide meaningful public involvement; mechanisms for approval of cleanup plans and verification of complete responses. The objective of this project is to assist in remediating and reusing brownfields sites throughout the state, and ADEQ plans to continue achieving this with the provided funding.

Outcomes:
ADEQ will expand public education and outreach of the state's voluntary cleanup program to underserved communities. ADEQ expects additional cleanup sites in FY23 referred from other brownfield programs in Arizona, including the three coalition grants (Route66, Rio Reimagine, and Cochise County), the multiple targeted brownfield assessment grants, and tribal brownfield sites. Additionally, ADEQ brownfields staff will provide instructions and documentation to the GIS staff for the creation of maps of all brownfields grant sites.
