Grant Description
Description: The National Estuary Program (NEP) Bil (Bipartisan Infrastructure Law) funding will support the acceleration of environmental and community restoration goals within the Comprehensive Conservation and Management Plans (CCMPs) of the National Estuary Programs. In July 2022, the San Francisco Estuary Partnership (SFEP) updated its Comprehensive Conservation and Management Plan (CCMP), the 2022 San Francisco Estuary Blueprint.
The 2022 Estuary Blueprint recognizes the importance of managing the estuary in conjunction with historically marginalized and vulnerable communities, and it identifies regional actions to address historic impacts of industrialization and population growth, as well as to manage and plan for a changing climate through adaptation. SFEP's long-term plan for the Bil funding is designed to meet the objectives of the Bil funds to: accelerate and more extensively implement CCMPs, ensure that benefits reach disadvantaged communities, build the adaptive capacity of ecosystems and communities, and leverage additional resources. The tasks meet the intent of CWA Section 320 and the Bil guidance.
Activities: Specific tasks include support for the San Leandro Bay/Oakland-Alameda Estuary Adaptation Working Group to produce an inclusive action plan and subregional organizational structure to accelerate sea level rise adaptation and enhance critical infrastructure, natural habitat, recreational opportunities and access, and community resilience within the San Leandro Operational Landscape Unit (OLU); advance critical research at the Oro Loma Horizontal Levee with the reconstruction of a portion of the existing site to test more efficient nutrient removal designs and treatment; and establish an internal equity team within SFEP.
This agreement provides full Bil (Bipartisan Infrastructure Law) federal funding in the amount of $909,800. See terms and conditions. Preaward costs have been approved back to January 1, 2023.
Subrecipient: Subaward to Oro Loma Sanitary District: Reconfigure 2-3 cells of the Oro Loma Horizontal Levee for treating wastewater. Subaward to City of Alameda: Provide the administrative support and stipend funding for the San Leandro Adaptation Working Group meetings so that local stakeholders can meaningfully engage throughout the process.
Outcomes: Communications outputs including: regular social media posts; updated website pages; quarterly Estuary Blueprint newsletter, and continued expansion of existing audiences and existing communications channels and materials. SFEP Equity Team; 2) Equity Implementation Plan; 3) Bil Program Equity Strategy: 2-3 reconfigured cells of the Oro Loma Horizontal Levee: 1) Needs assessment and action plan for San Leandro OLU that includes a shared vision, group charter, recommended organizational structure and identified implementation steps; 2) A transferrable model for multi-jurisdictional, equitable, adaptation planning.
Outcomes include: Increased capacity for vulnerable, underserved, and marginalized communities and tribes to engage in regional planning processes to address historical inequities and anticipated disproportionate impacts of climate change on these communities; optimize future designs for multi-benefit horizontal levees (replicability, treatment capacity, and cost-effectiveness) for other projects in the region and beyond; increased sub-regional resilience to sea level rise with the identification and implementation of shoreline adaptation strategies that prioritize equity, both within the San Leandro OLU and in other areas using this project as a model.
The beneficiaries of CCMP implementation described above are the millions of residents of the San Francisco Bay Area and the habitats and species reliant on the health of the San Francisco Estuary.
