Description:
The purpose of this award is to fund the Santa Monica Bay Restoration Foundation to support the Santa Monica Bay National Estuary Program (SMBNEP) to implement their own Comprehensive Conservation and Management Plan (CCMP) in accordance with Clean Water Act Section 320. To implement the CCMP, the SMBNEP will accomplish the following activities:
- Develop an equity strategy
- Restore kelp forests
- Cover abalone populations
- Assess and implement offshore artificial reefs
- Restore healthy beaches
- Restore small coastal lagoons
- Support public access to the coast
- Monitor the health of rocky intertidal habitats
Activities:
To implement the CCMP, the SMBNEP will accomplish the following activities:
- Develop an equity strategy
- Continue restoration of kelp forest habitat and populations of red and white abalone
- Create an adaptable intertidal system and neighboring subtidal habitat along the Santa Monica Breakwater
- Restore beach and foredune habitat
- Construct a 'living shoreline' along Malibu Lagoon State Beach and the Adamson House
- Develop a beach management certification program
- Partner with the Black Surfers Collective to increase beach access for underserved communities
- Conduct a coastal access and beach user data study
This assistance agreement provides full BIL (Bipartisan Infrastructure Law) federal funding in the amount of $1,820,000. Pre-award costs are approved back to 11/01/2022.
Subrecipient:
The Beach Ecology Coalition will work with the Santa Monica Bay Restoration Foundation to develop a beach sustainability management course.
Outcomes:
Anticipated deliverables include an equity strategy, identification and mapping of kelp restoration sites, abalone monitoring, stakeholder outreach and education, mapping of potential dune restoration sites, environmental planning and permitting, curriculum development, and analysis of beach user data. Intended beneficiaries of these projects include the residents, visitors, and habitats of the Santa Monica Bay and its watershed.
