Description:
This agreement provides funding under the Additional Supplemental Appropriations for Disaster Relief Act, 2019, (Public Law 116-20) to the Commonwealth of Northern Mariana Islands, Office of Planning and Development to plan for, and build capacity in managing post-storm solid waste debris from Typhoon Yutu. In addition, this funding is for the territory to begin implementation of their comprehensive solid waste management plan to be approved in fiscal year 2024. The goal of this project is to build solid waste management capacity to address post-storm solid waste issues, develop long-term sustainable solid and zero waste programs that address historic waste management shortcomings, and increase preparedness and ability for managing waste and materials sustainably into the future. This assistance agreement provides full federal funds in the amount of $15,972,382. See terms and conditions.
Activities:
The specific project activities are:
1) To build solid waste management planning and implementation capacity within CNMI's Office of Planning and Development, and the municipalities of Tinian, Rota and the Northern Islands.
2) To build solid waste management capacity within CNMI's Department of Public Works.
3) Plan and implement priority projects as identified in the comprehensive solid waste management plan.
4) Support planning and pre-construction management of Marpi Landfill Cell 3 and emergency back up power to the facility.
4) Complete the removal and processing of debris generated by Typhoon Yutu on the islands of Saipan, Tinian and Rota.
Subrecipient:
No subawards are included in this assistance agreement.
Outcomes:
Anticipated deliverables and outcomes are:
1) Implementation of the comprehensive solid waste management plan.
2) Increased capacity to implement zero waste and solid waste programs throughout the CNMI, and verification of trainings completed and capacity built.
3) Selection of a location to permit a RCRA compliant landfill and composting facility on the island of Tinian, comprehensive cleanup of all remaining debris from Super Typhoon Yutu from the islands of Saipan, Tinian and Rota.
