Grant Description
Description: This agreement provides funding to Western Municipal Water District to implement its project for the PFAS treatment and prevention project as directed in the 2022 and 2023 Consolidated Appropriations Act.

Funding will be used for planning and design, construction and project management to repair, and replace aging sewer lines.

This agreement provides full federal funding in the amount of $6,452,972 representing FY22 EPA funding of $3,452,972 and FY23 EPA funding of $3,000,000.

The recipient's cost share waiver requests have been approved by EPA on 5/9/2025.

Preaward costs are approved back to 9/1/2024.

Activities: The activities to be performed include the execution and implementation of a wastewater infrastructure construction project.

Workplan activities consist of: planning and design, construction to rehabilitate, repair, and replace aging sewer lines to prevent the infiltration of per- and polyfluoroalkyl substances (PFAS)-contaminated groundwater into March Air Reserve Base's (MARB's) sewer system which is critical to maintaining Western Water's ability to effectively treat and recycle MARB's wastewater, and project management and controls.

Subrecipient: No subawards are included in this assistance agreement.

Outcomes: The anticipated deliverables include an RFP, a design contract, and 60%, 90%, and 100% design plans, specifications, construction bid package, the executed construction contract, the SWPPP, and as-built drawings.

Additionally, a post-construction on-site project review by EPA (or delegate), quarterly progress reports, and a draft and final project report.

The expected outcomes include reduced groundwater infiltration into the sewer system (wet weather peak flow factor currently exceeds 6.0) estimated up to 3.0 MG/YR of wastewater, extended service life of sewer assets by 25-50 years, and reduced levels of PFAS in the untreated water reaching WWRF (up to 35%).

The intended beneficiaries include residents of Riverside County specifically Census Tract 467.
